JOB DESCRIPTION
POSITION: Energy and Rehab Manager
SUPERVISOR: CSD Director

A. JOB SUMMARY: The incumbent will be responsible for ensuring energy conservation programs as operating in an efficient manner and in compliance with all funding standards and regulations.
B. SPECIFIC DUTIES I ESSENTIAL FUNCTIONS:
1. Responsible for overseeing, supervising, and coordinating daily operations of the Weatherization and repairs.
2. Supervises and instructs weatherization team and independent contractors effectively. Inspects contractors’ work to ensure that all worked performed is of high quality, completed according to the work order, and done at a reasonable cost.
3. Ensuring compliance with Federal, State, and Agency regulations and guidelines pertaining to Weatherization and repair programs.
4. Successful completion of weatherization training courses.
5. Utilize specialized software to complete tasks related to weatherization and repair services.
6. Assist with preparation of grants and reporting for all energy and home repair programs
7. Continued monitoring of program budgeting and funding reimbursements
8. Responsible for tracking warehouse inventory within 2% (over/under monthly/yearly)
9. Responsible for ordering warehouse supplies and materials
10. Responsible for monitoring production to ensure program goals are met
11. Manage program out comes and new program development, focusing on the needs of the community.
12. Provides guidance and direction to weatherization and repair team, evaluates performance, assesses, and secures training opportunities and resources for staff development.
13. Serve as backup laborer on jobs as needed
14. Prepare a variety of informational documents to include bids, specifications/scope of work, time logs, purchase orders, correspondence, contracts, and assessments.
15. Ensures Weatherization and Repair program files are accurate, consistent, and conform to program requirements and agency guidelines.
16. Maintain maintenance schedule for tools, equipment, and vehicles
17. Interacts and works with clients in a professional manner, assesses clients’ needs, makes appropriate referrals, and exemplifies agency commitment to helping people.
18. Creating and maintaining a culture of excellent customer service, accountability, and compliance.
19. Conduct a minimum of one quarterly department meetings with field staff and provide written minutes to CSD Director.
20. Represent agency at trainings, conferences, and committee meetings.
21. Make recommendations to the Community Services Director for improving operations to maximize production and ensure safety of the customers and staff
22. Maintain confidentiality of all client information
23. All other duties as assigned
C. REQUIRED JOB QUALIFICATIONS:
1. Minimum of a high school diploma, with a bachelor’s degree preferred
2. Must have insurable and valid driver’s license
3. Must be bondable
4. Computer skills
5. Ability to lift 80-100 lbs.
6. Develop a working knowledge of CAA Policies and Procedures
7. Must complete a drug screen and criminal background check with no felony convictions
8. Ability to work well with minimal supervision.
D. ADDITIONAL REQUIREMENTS AND CONDITIONS OF EMPLOYMENT:
1. 90-day probationary period for front line staff and 180-day probationary period for Supervisor, Managers and Directors.
2. Obtain Inspector within 24 months and Quality Control Inspector within 36 months of hire.
3. Employment is contingent upon the successful completion of a criminal background check.
4. Employment is contingent upon the successful completion of a drug and alcohol test.
5. Employment is contingent upon the successful completion of an employee physical, including a TB test.
E. PHYSICAL REQUIREMENTS:
1. Ability to work in a fast-paced and often high-stress environment, as well as the ability to adapt quickly to workload changes
2. Ability to deal with inside and outside clientele and vendors in a diplomatic and courteous manner while assuring adherence to CAACC policies/procedures
3. Above average oral, reading and writing skills to accurately operate a computer, perform necessary documentation and effectively communicate with staff, clients, customers, business partners, other CAACC departments, and visitors
4. Frequent walking, lifting (up to 100 lbs.), climbing, reaching, sitting, pushing, and kneeling
5. Seldom running
F. WORKING CONDITIONS:
