Enrollment & Billing Representative is responsible for the accurate enrollment and billing process for an insurance organization. Maintains related documents, updates corresponding records and responsible for enrollment and billing query.     Job Summary:

    • Coordinate the delivery of health and supportive services to the special populations to include but not limited to HIV/AIDS, Homeless, and Migrant Seasonal Farm Worker (MSFW) in Pueblo County. Conduct community outreach to identify eligible clients. Assure effective day-to-day operation of special populations primary care services through teamwork with other Pueblo Community Health Center (PCHC) departments serving the HIV/AIDS, homeless and migrant population. Collaborate effectively with other special populations serving agencies.

    Education/Experience/License/Certification: 

    • Bachelor’s degree desired. Three years relevant experience in community primary health care required. An equivalent combination of education and experience may be considered.
    • One year providing health and/or other human services to populations with special needs required. Two years preferred.
    • Work experience demonstrating strong ability in the following areas:  leadership, advocacy, communication skills both written and verbal, resource research, creative problem solving, and sensitivity/responsiveness to varying cultural characteristics and beliefs.
    • Valid driver’s license and auto insurance as required by law.

    Required Travel:

    • Frequent travel is required including day-to-day local travel.

    Knowledge/Skills/Abilities:

      • Bilingual skills required (in Spanish). Ability to demonstrates intermediate to advanced conversational proficiency in English and the target language in customer service settings (will be required to pass language skills assessment test).
      • Must possess the ability to read and interpret documents and ability to compose information/instruction in a written form.
      • Must possess the ability to write routine reports and correspondence.
      • Ability to work independently.
      • Ability to serve as an advocate for patients regarding specialty medical, oral health, mental health and substance abuse counseling referrals, appointments, prescription regimens, transportation, financial, social services, pharmaceutical companies, and support groups required.
      • Ability to function as a member of an interdisciplinary team and with collaborating agencies. 
      • Ability to prioritize multiple job responsibilities and exercise sound professional judgment.
      • Essential to have the ability to understand verbal information/instruction, exchange verbal information with others, and present information verbally. 
      • Ability to enthusiastically communication with potential enrollees.
      • Strong computer skills with proficiencies in MS Office and internet-based applications.

    Essential Duties and Responsibilities:

      • Ensure the function and activities of this department to embrace the philosophy, mission, values, and Communicate with Heart service model supported by the Board of Directors of Pueblo Community Health Center, Inc.
      • Adhere to the guidelines and procedures of Pueblo Community Health Center, Inc.
      • Determine accurate registration for the homeless, and MSFW Program and persons living with HIV/AIDS.
      • Facilitate patient access to community resources and the services provided by other homeless, MSFW and HIV/AIDS serving agencies.
      • Plan, monitor, coordinate, and provide all outreach activities for the homeless, MSFW and HIV/AIDS programs, including all affiliated projects (i.e. migrant Head Start, special clinics, Worlds AIDS Day, Pride Fest etc.)
      • Perform duties associated with client advocacy services and activities.
      • Provide person-to-person outreach to homeless, farm worker individuals/families, farmers, and HIV/AIDS prevention programs in the community.
      • Collaborate with other HIV/AIDS service providers and PCHC staff to ensure that comprehensive care is provided to clients and services are not duplicated.
      • Collaborate with various local organizations to build awareness of coverage options, spur enrollment, and build referral linkages.
      • Disseminate information about local health and human services to the target population. Assist clients with accessing and understanding how to utilize services. 
      • Maintain open lines of communication and effective working relationships with other PCHC departments and other agencies. 
      • Assist in developing and modifying policies for special population programs. 
      • Attend required meetings. Represent PCHC on assigned community task groups and committees. 
      • Attend and successfully complete all required training programs and participate in ongoing conference calls, webinars, and other professional development opportunities.
      • Provide structured patient education on health coverage and engage in follow-up conversations.
      • Prepare and maintain necessary documentation to comply with MSFW program expectations. 
      • Prepare and maintain necessary documentation to comply with Health Care for the Homeless and the RW HIV program expectations.
      • Accurately provide required reporting to track goal achievement and client satisfaction.
      • Maintain an appropriate level of professional knowledge relative to practice requirements. 
      • Perform other related duties as assigned.
