Enrollment & Billing Representative is responsible for the accurate enrollment and billing process for an insurance organization. Maintains related documents, updates corresponding records and responsible for enrollment and billing query. POSITION SUMMARY:
The Health Care Outreach and Enrollment Specialist will work to provide outreach opportunities for community residents who lack access to healthcare and health insurance, provide enrollment and application follow-up assistance and build/strengthen enrollment collaborations with local partner organizations. This outreach will apply to all entities of the health center to include satellite facilities.
ESSENTIAL FUNCTIONS:
1. Provide enrollment assistance (including but not limited to completing coverage applications, gathering required documentation and troubleshooting the enrollment process) for uninsured children and adults to access subsidized, low-cost and free health insurance programs through the health insurance marketplace, Medicaid, Children’s Health Insurance Program (CHIP), etc.
2. Provide structured patient education on health coverage, engage in follow-up conversations and offer renewal assistance for enrolled individuals.
3. Distribute outreach materials to patients, community members, partner organizations and businesses to build coverage option awareness.
4. Develop, discover and attend community events in order to promote coverage options and the mission and services of the organization.
5. Collaborate with various local organizations to build awareness of coverage options, spur enrollment and build referral linkages.
6. Operation of Sliding Fee Program and eligibility determination.
7. Operate Tribal Premium Sponsorship Program (TPSP). This includes Medicare Part D plans as well as other insurance plans determined by HHS administration. This includes recruiting, assisting patients, submitting bills, updating accounts, policy writing and compliance, etc.
8. Administers gas voucher community bus tickets programs according to guidelines.
9. Attend and successfully complete all required training programs; participate in ongoing conference calls, webinars, and other professional development
opportunities.
10. Accurately provide required reporting to track goal achievement and client satisfaction.
11. Recruit and utilize volunteers to increase program capacity.
12. Assist in the development and implementation of organizational outreach and enrollment initiatives.
13. Provide awareness/enrollment assistance to community members in-home when necessary.
14. Work closely with employee who works on Social Determinants of Health matters for our patient population.
15. Work closely with Health & Human Department Staff to identify uninsured community members.
16. Assist with providing awareness of Health Exchange, assistance options and referral processes to Health & Human Services Departmental staff.
17. Work with supervisor and business office team in reaching program outreach and enrollment targets.
18. Supplies reports requested by supervisor and HHS Administration.
19. Other duties as assigned.
PHYSICAL REQUIREMENTS:
This position requires prolonged sitting, some bending, stooping and stretching. It requires eye-hand coordination, and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator and other office equipment. It also requires a normal range of hearing and eyesight to record, prepare, and communicate appropriate reports.In addition, this position requires travel between sites and the ability to interact with others in both small and large group settings. At times, this position may include periods of extended physical activity, such as walking/standing at community events and/or moving and distributing educational materials. Work is partially performed in normal, pleasant office environment. Duties will require travel throughout the Health organization’s service area.
POSITION REQUIREMENTS:
1. High school diploma required. Associate’s Degree or commensurate experience in a public health, health education or related program preferred.
2. Experience providing outreach services required.
3. Certified Application Counselor (CAC) preferred. If not already a CAC, it is required to obtain within 60 days of hire.
4. Michigan Medicare Assistance Program Counselor preferred. If not already a MMAP-C, it is required to obtain within six months of hire.
5. Must have a valid driver’s license with excellent driving record.
6. Must be able to travel with use of a personal or company vehicle.
7. Strong computer skills with proficiencies in Outlook, Word, PowerPoint, Excel, internet-based applications and the Microsoft operating system required.
8. Must possess the ability to write routine reports and correspondence.
9. Must possess the ability to speak effectively before groups and actively engage the general public in outreach situations.
10. Must possess the ability to interact respectfully with diverse cultural and socioeconomic populations.
11. Excellent past work history and attendance record required.
12. To perform this position successfully, an individual must be able to satisfactorily perform each function listed under the essential functions and physical demands categories of this position description.
