Job Description
Provide Department of Energy procurement assistance to PPPO staff for Environmental Management programs; support compliance to DOE Acquisition Regulations (FAR/DEAR) by assisting Procurement Officials and Contracting Officers with analytical and administration tasks including reviewing contract deliverables, polices, and procedures; suspense tracking of deliverables and proposal coordination data; draft formal contracting request for information and DOE correspondence letters; assist with contract modification change development and compile data reports to support negotiations; update and maintain contract files in procurement system Strategic Integrated Procurement Enterprise System (STRIPES); provide contract support for various government contracts including RFP analysis, proposal analysis, contract negotiation, Performance Work Statements (PWS) analysis, contract/task order administration, and review and negotiation of non-disclosure and teaming agreements; analyze proposals and evaluate Cost & Price Analyses; perform detailed analysis of procurements by reviewing previous history, market conditions, and specifications or technical data packages while assuring compliance with the terms and conditions of the contracts; monitor performance, negotiate terms and conditions, identify and modify flow-down clauses from prime contracts, as necessary; assist with closeouts, and ensure compliance with contract requirements.
Job Requirements
Bachelor’s Degreein Business from an accredited university or ten years of relevant experience
Five years’ experience in federal contracting or equivalent
Knowledge of applicablelaws,rules,regulations andprocedures(e.g.,FAR, DEAR) governing contracting
Experience insupportingD&D,D&R,S&M, Infrastructure and operations activities
Detailed knowledge of Microsoft Office Suite
Must havestrongorganizational andcommunicationskills
Proficiency in MS Office (Word, Excel, PowerPoint and Outlook)
Effective oral and written communication skills
Ability to work independently or in a team environment
Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel
Knowledge of contractingsystems (e.g.,STRIPES)
Governmentacquisitions coursework and certifications also preferred
