Enterprise Infrastructure Director manages and coordinates the information systems that will adequately support the organization's enterprise infrastructure. Monitors and manages all IT infrastructure projects to meet company and client needs. Being an Enterprise Infrastructure Director determines current and future enterprise infrastructure needs, ensuring the scalability of infrastructure design to handle expected growth. Implements policies and procedures to maintain, enhance, and secure an organization's technology infrastructure. Additionally, Enterprise Infrastructure Director is responsible for monitoring the systems to ensure the highest level of infrastructure performance. May assist in network interface planning, hardware resource availability, and the development of new applications. Requires a bachelor's degree. Typically reports to a director. The Enterprise Infrastructure Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Enterprise Infrastructure Director typically requires 3+ years of managerial experience.     SUMMARY: Manages, designs, and coordinates all IT and IT infrastructure to meet County needs. Plans, develops, and implements stable, secure, and reliable Information Technology (IT) systems for the County; manages staff, coordinates all system maintenance, and assures the efficient development and management of IT systems and infrastructure.

                                                                                                              

    PRIMARY DUTIES AND RESPONSIBILITIES:

Essential duties and responsibilities may include, but are not limited to, the following:

     

    • Serves as the Designated County Chief Information Officer and County Chief Privacy Officer. Provides infrastructure vision and problem-solving on an enterprise level. Maintains the security of all Teton County IT systems through the recommendation of cybersecurity policy, redundancy of systems and implementation of solutions. Ensures that systems are in place to adequately maintain privacy of documents, files and videos including maintaining records or logs of access.
    • Plans and manages the staff and activities of the IT department for Teton County. Mentors and develops IT staff by working closely to ensure that adequate training is provided.
    • Manages and securely maintains the IT networks, systems, hardware, software, county licenses, and domain, as well as overseeing the physical networking configurations of all County IT closets. Oversees the management of the County electronic door access system.
    • Researches and advises County management on IT solutions and new technologies, translates operational needs into solutions, evaluates technology systems, creates plans, and develops proposals for managing technology assets and proposes County policy. Ensures compliance with State and Federal regulations.
    • Maintains County IT asset records and creates a replacement schedule for all equipment. Advises County management on replacement of user equipment including but not limited to desktops, laptops, cell phones and VOIP phones. Creates IT Division annual budget ensuring cost effectiveness.  Assists County-wide in technology-related budgeting.
    • Develops and maintains IT Continuity of Operations Plan and IT Disaster Plan. Performs regularly scheduled tabletop exercise to test plans with the IT staff and/or County Management.  Oversees all outages and ensures that systems are restored in the shortest time possible.
    • Ensures that all customer service issues are resolved with County Departments, Elected Offices, and outside government agencies.
    • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County Library information; performs other duties as required or assigned.


    MINIMUM QUALIFICATIONS:


    Education and Experience:

    • Bachelor’s Degree in Computer Science, or related field
    • 5 years of experience managing IT system operations, including 3 years of supervisory experience


    Required Licenses and Certifications:

    • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
    • Microsoft (MCITP/MCSE/MCSA), Cisco (CCNA/CCNP/CCSP), and/or other professional IT certifications are desirable. Additional technical skills training and certifications may be required for some incumbents.



    Required Knowledge of:

    • County organization, operations, policies, and procedures.
    • State and federal regulations governing technology functions in a secure public sector environment.
    • Software applications and operating systems used in Teton County.
    • Principles and practices of IT project planning, technology management, system development, and systems integration in a government environment.
    • Principles and practices of network administration, access, and security standards, troubleshooting techniques, and internet technical knowledgebase services.
    • Administration and maintenance principles of network operating domains, and relational databases.
    • Maintenance and repair standards for servers, routers, firewalls, filters, remote site connections, and remote access technologies.
    • Safety rules and regulations, occupational hazards, and safety precautions in IT work sites.
    • Principles and practices of public sector administrative management, including performance management, personnel rules, accounting, budgeting, and procurement.
    • Techniques and practices for efficient and cost-effective management of resources.


    Required Skills in:

    • Analyzing complex data and information system problems, evaluating alternatives, and recommending methods, procedures, and techniques for resolution of technical issues.
    • Working independently in a technical environment with interlinked and changing priorities.
    • Analyzing equipment and system malfunctions and developing effective solutions.
    • Solving technical problems involving integrated operating systems and hardware platforms.
    • Coordinating the implementation of technology projects.
    • Using initiative and independent judgment within established procedural guidelines.
    • Assessing and prioritizing multiple tasks, projects and demands.
    • Managing staff, delegating tasks, and authority, and coaching to improve staff performance.
    • Establishing and maintaining effective working relationships with other staff.
    • Communicating effectively verbally and in writing.


    Physical Demands/Work Environment:

    • Work is performed in a standard office and around County facilities; full manual dexterity and visual acuity are required to work in confined spaces and use precision tools and equipment; requires vision capacity to perform fine calibrations and differentiate between colored wires.
