Enterprise Infrastructure Manager manages and coordinates the information systems that will adequately support the organization's enterprise infrastructure. Monitors and manages all IT infrastructure projects to meet company and client needs. Being an Enterprise Infrastructure Manager determines current and future enterprise infrastructure needs, ensuring the scalability of infrastructure design to handle expected growth. Implements policies and procedures to maintain, enhance, and secure an organization's technology infrastructure. Additionally, Enterprise Infrastructure Manager is responsible for monitoring the systems to ensure the highest level of infrastructure performance. May assist in network interface planning, hardware resource availability, and the development of new applications. Requires a bachelor's degree. Typically reports to a director. The Enterprise Infrastructure Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Enterprise Infrastructure Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Utilities Infrastructure Manager

    Provides general leadership and supervision for the daily operations and maintenance tasks performed by County field crews or County contractors for the Water/Wastewater Utilities Division. Performs administrative responsibilities for planning and delivering program services, responding to emergency situations, and supervising personnel. Ensures compliance with local, state and industry standards or requirements and accordance with established policies, procedures, and safety protocols and regulations.

    EXAMPLE OF DUTIES
    Supervises all operations personnel and operations/maintenance contractors, provides instruction and training for employees; makes independent decisions related to operational tasks, events and responsibilities; plans and assigns work to all operations personnel. Coordinates with utilities engineer on scope of capital improvements and repair needs; monitors expenses for compliance with budgetary limits; enters and monitors material and equipment requisitions for compliance with budget and procurement limitations; assists in budget preparation and implementation.Evaluates and approves/disapproves leave requests; approves timesheets; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends the promotion of employees; recommends salary increases for employees; recommends disciplinary action; assists in the resolution of grievances and/or complaints; provides feedback on work performance for employees; completes performance evaluations for employees; drafts and implements policies and procedures. Provides general leadership and supervision for the daily operations and maintenance tasks performed on all County Water Utilities facilities, by County field crews or County contractors; verifies tasks are completed in accordance with local, state and federal regulations. Monitors water and wastewater facilities to ensure compliance with applicable state and federal regulations; manages collection and transfer of water samples to laboratory; reviews and reports on water sample results; directs revisions, adjustments and addition of operations and processes. Manages projects involving the installation of potable water, raw water, and wastewater. In coordination with the Utilities Director or designee, provides leadership in the scoping and field verification of projects involving the installation and repair of water and wastewater infrastructure performed by County’s workforce or County’s contractors. Coordinates utility-related activities with other local government entities, as well as state and federal agencies.May perform as the acting Utilities Director in his/her absence. Knowledge/Skills: Demonstrated extensive knowledge in the operation and management of water and wastewater utilities. Demonstrated knowledge and skills applicable to supervision and leadership of personnel in water and wastewater operations.Demonstrated skills in the management of utility customers, customer concerns and customer communications.Demonstrated knowledge and understanding of water production, transmission and distribution systems and processes. Knowledge of wastewater collection, treatment/water reuse systems and processes. Thorough knowledge of the principles and practices of materials, tools and equipment used in construction, start up and operations of water and wastewater facilities.Knowledge of cost determination techniques. Knowledge of office equipment and computers, including word processing, spreadsheets, and software applications for water and wastewater operations.Knowledge of project management methods and techniques. Knowledge of applicable laws and regulations.Demonstrated ability to communicate effectively verbally and in writing. Ability to provide directives and leadership to other technical staff within or without the County. Ability to obtain and organize technical information related to engineering projects. Self-motivated and ability to motivate others into cooperative work. Ability to organize and keep complex records on multiple projects and tasks.

    SUPPLEMENTAL INFORMATION
    Working Conditions: Work is performed in both an office setting and outdoors in varied weather conditions, with exposure to dust, fumes, airborne particles, allergens, wastewater, heights, animals and extreme heat or cold. Work involves high risk and potentially dangerous situations working near hazardous/moving materials, equipment and machinery; and exposure to vibration and excessive noise. The use of protective clothing, equipment, devices and materials is required. Work requires the ability to stand, walk, sit, reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; talk, hear, and smell; clarity of vision at short and long distance; and the ability to lift up to 50lbs. Work schedules may include evening and weekend hours, plus 24-hour emergency and on-call duty. Walking, bending, stooping and lifting up to 100 lbs. is required. Field work may be required. Medium-frequency travel out of town shall also be required. Employee may be called out in emergency situations related to emergency water and wastewater system operations (i.e. water line breaks). When contacted, the employee is expected to report to work unless there are special non-recurring circumstances, regardless of the location of the employee’s residence. Incumbent must be available for 24-hour emergency on call duty and weekend work when required. Must have personal telephone or be available by any equally effective means of communication. Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
