    Florida Digital Service:

    The Florida Digital Service (FL[DS]) was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.

     

    Responsible for designing and deploying Florida’s first ever enterprise cybersecurity program, the Florida Digital Service is aggressively recruiting a team to lead our state’s efforts.  Florida has made historic financial investments into the creation of statewide cybersecurity capabilities and continues to demonstrate support for the mission. 

     

    Position Overview and Responsibilities:

    The Enterprise Technology Partnerships Manager, reporting directly to the Chief Technology Officer (CTO), will be the cornerstone for fostering strategic partnerships and overseeing critical technology projects. This role is crucial for ensuring that our initiatives align with the strategic vision of the FL[DS], while enhancing collaboration between state agencies, vendor partners, and our team. Your efforts will directly impact the digital transformation of Florida, making government services more accessible, secure, and efficient.

     

    Specific responsibilities include, but are not limited to, the following:

    • Strategic Liaison: Act as the primary liaison, enhancing communication and collaboration between FL[DS], state agencies, and technology vendors to ensure strategic alignment and partnership efficacy.
    • Project Oversight: Lead and monitor the planning, execution, and delivery of technology projects, ensuring they align with our strategic objectives, are completed on time, and within budget.
    • Stakeholder Engagement: Develop and maintain robust relationships with key stakeholders, effectively communicating project statuses and strategic initiatives.
    • Policy and Compliance: Ensure all technology projects and partnerships comply with relevant state and federal regulations, advocating for best practices in digital governance.
    • Strategic Planning: Contribute to the strategic planning process, identifying opportunities for innovation and improvement within the digital services landscape.

     

    Knowledge, Skills, and Abilities:

     

    Knowledge:

    • Government Digital Transformation: In-depth knowledge of digital transformation principles, strategies, and practices within a government context, emphasizing the importance of cybersecurity, data governance, and enterprise architecture.
    • Project Management Methodologies: Comprehensive understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and tools (e.g., Microsoft Project, JIRA), including risk management, project planning, and execution.
    • Technology Standards and Compliance: Knowledge of state and federal regulations related to technology, cybersecurity, and privacy. Familiarity with compliance frameworks and the ability to ensure projects and partnerships adhere to these guidelines.
    • Stakeholder Management: Understanding of techniques and strategies for effective stakeholder engagement, including negotiation, conflict resolution, and consensus-building.
    • Vendor and Contract Management: Knowledge of best practices in vendor management, contract negotiation, and partnership development within the technology sector.

    Minimum Qualifications:

    • Five years’ experience in Information Technology.
    • Project Management Professional Certificate (PMP).

     

    Preferred Qualifications:

    • Bachelor's or Master’s degree in information technology, Business Administration, or related field.
    • 5 years of experience in strategic roles within technology environments, particularly in government or large-scale digital transformation projects.
    • Deep knowledge of digital transformation principles, project management methodologies, and government technology regulations.
    • Exceptional skills in strategic planning, leadership, analytical thinking, and stakeholder management.
    • Demonstrated ability to manage complex projects, negotiate with vendors, and drive organizational change.
