    The Environment Compliance Specialist will be required to partner with the business in achieving company objectives by leading and facilitating the development, delivery, implementation, measurement, and maintenance of EDL’s NA environmental compliance programs and systems with an emphasis on air permitting and compliance.  Success will be dependent on the ability to engage at the site level and drive the environmental compliance culture and performance within the organization. 

     

    Key Responsibilities

    • Develop and implement processes, procedures, and systems to meet EDL’s environmental compliance obligations.
    • Interface with consultants and internal resources to create, review, and submit compliance reports.
    • Serve as the day-to-day environmental contact for assigned facilities and facilitate the completion and collection of compliance required documentation and data. 
    • Liaison with regulators and consultants on matters of compliance, audits, and inspections.
    • Support all aspects of environmental compliance with an emphasis in air permitting and compliance activities.
    • Work in conjunction with the Project Delivery and Operations to develop and implement plans/schedules related to environmental permitting, compliance, and testing to ensure environmental compliance aspects of EDL’s NA operations are supported.
    • Support permitting/documentation for reciprocating engine change outs (swaps).
    • Monitor and review regulatory and company training matrices and conduct environmental compliance or permit training where and when required.
    • Assist with emissions testing preparation, scheduling, and contract management.
    • Support environmental sampling events. 
    • Review or evaluate compliance data for compliance evaluations and reporting.
    • Support state and federal pipeline regulatory compliance program and ensure conformance with applicable regulations/rules.
    • Take appropriate action to correct unsafe and non-compliant work conditions and behaviours.
    • Support and comply with Company policies and procedures, as advised, and documented in the Company’s most recent employment policies.
    • Actively ensure own health and safety and the health and safety of others through understanding and implementing workplace health and safety obligations.
    • Any other duties appropriate to the level and responsibility of the position, as required.
    • Perform compliance audits, compliance inspections, and compliance observations to ensure adherence to regulatory and permit requirements.
    • Facilitate proposal collection, contracting, and payment for consultants and contractors. 
    • Take appropriate action to correct unsafe and non-compliant work conditions and behaviors.
    • Support and comply with Company policies and procedures, as advised, and documented in the Company’s most recent employment policies.
    • Actively ensure own health and safety and the health and safety of others through understanding and implementing workplace health and safety obligations.
    • Any other duties appropriate to the level and responsibility of the position, as required.

    Personal Specifications

    • Ability to evaluate and understand complex technical activities and environmental regulations and communicate those to a range of groups including site level operator, non-technical staff, and senior management.
    • Attention to detail and the ability to compile clear, concise, and professional documents and reports.
    • Practical approach to the successful application of risk management principles to provide solutions for the control of compliance risks.
    • Strives for continual improvement of the program and their own skills/knowledge.
    • Ability to lead and perform in an ever-changing environment.
    • Excellent time management/organizational skills and ability to self-manage with minimal day to day oversight.

    Qualifications and Experience

    • 4-7 years of experience in environmental permitting and compliance, preferably a multistate organization.
    • Bachelor’s or Master’s degree in Environmental Engineering, Environmental Science, or related field.
    • Knowledge & understanding of breadth and scope of facility-wide environmental compliance is crucial. 
    • Deep understanding of air permitting and compliance regulatory requirements associated with facilities. Engine generator compliance experience highly preferred.
    • Experience should include working in the Gas, Power Generation, Pipeline, or Utility industries.
    • Knowledge of pipeline regulations and process safety a plus.
    • Experience evaluating environmental programs for improvement opportunities/gaps and addressing those with initiatives and/or process improvements.
    • Proven track record of managing compliance programs and associated permitting actions for multiple facilities located in various states simultaneously.   
    • Commitment to undertake training and obtain certifications that are associated with environmental compliance and regulatory requirements (at the discretion and expense of EDL).
    • Willingness and ability to travel up to $25% (USA and Canada).
    • Current Driver's License.
