    Function

    Employees in this classification plan, develop, and implement elements of safety, environmental
    or related compliance programs to fulfil regulatory requirements. They work under the
    administrative and technical direction of designated administrators and technical leaders.

    Organizational Relationship

    The Safety/Environmental Compliance Associate reports to the Director of Environmental
    Health & Safety, who reports to the Executive Director of Facilities Management, who reports to
    the Associate Provost for Finance and Administration, who reports to the Dean and Provost.

    Duties and Responsibilities

    The following information is intended to be representative of the work performed by
    incumbent in this position and is not all-inclusive. The omission of a specific duty or
    responsibility will not preclude it from the position if the work is similar, related, or a
    logical extension of position responsibilities.

    Demonstrates, by actions, commitment to the mission and the behavioral standards of
    SIU School of Medicine. Provides excellent service to both internal and external
    customers through collaboration and partnership; compassion and respect; integrity and
    accountability; diversity and inclusion; as well as continuous learning and improvement.

    50% Develops regulatory-compliant safety and health policies, procedures and
    training for new and existing employees; develops presentations and associated
    materials and presents sessions such as general safety, emergency response,
    hazardous materials management, laboratory safety, etc. to various groups
    including faculty, staff, medical students and visitors. Maintains and analyzes
    records of SIU SOM regulatory compliance training. Assists with review and
    revision of SIU School of Medicine and SIU HealthCare safety protocols and
    procedures as required by local, state and federal regulations, and agency
    guidelines.

    5% Serves as a member of the institution's biosafety and chemical safety

    committees; serves as a liaison between the safety and animal care and use
    committees to ensure faculty and staff compliance with established safety
    requirements. Member of the Campus Safety Subcommittee. Serves on the
    School's Incident Command Organization.

    5% Assists with the proper management and disposal of regulated and special waste

    materials generated by the School's clinics, laboratories and maintenance areas
    in accordance with applicable rules and regulations.

    5% Coordinate annual fire safety drills and laboratory inspections.

    5% Assists in identification and assessment of accident and illness producing

    hazards; responds to complaints and requests pertinent to the safety and welfare
    of employees, students and campus visitors.

    25% Conducts inspections of SIU SOM and SIU Medicine buildings and facilities for

    occupational health and safety violations, and proposes recommendations for
    corrective action. Assists with Safety & compliance audits at SIUSOM Healthcare
    facilities.

    5% Maintains liaison between SIU SOM and the Illinois Department of Labor, Illinois

    Environmental Protection Agency, Federal Aviation Association, Department of
    Transportation, Illinois State Fire Marshal, Illinois Department of Public Health,
    Sangamon County Public Health, and the Springfield Fire Department to insure
    compliance with fire, safety and health codes, standards and regulations.

    Performs other related duties as assigned.

    Skills and Abilities Needed for the Position

    1. Knowledge of the structure and content of the English language including the
    meaning and spelling of words, rules of composition, and grammar.

    2. Knowledge of principles and methods for curriculum and training design,
    teaching and instruction for individuals and groups, and the measurement of
    training effects.

    3. Knowledge of environmental health and safety regulations, equipment, and
    strategies to promote effective local, state, or national security operations for
    protection of people, data, property, and institutions.

    4. Knowledge of administrative and clerical procedures and systems such as word
    processing, managing files and records, designing forms, and other office
    procedures and terminology.

    5. Knowledge of uses of chemicals and their interactions, danger signs, production
    techniques, and disposal methods.

    6. Skill in verbal and written communication.
    7. Skill in instructing/teaching others.

    8. Ability to enter, track, analyze databases and develop rational and realistic

    conclusions based on relevant information to resolve issues brought to his/her
    attention.

    9. Ability to develop and implement new environmental and safety programs.
    10. Ability to supervise projects.
    11. The incumbent must be sensitive to the needs of underrepresented minority

    populations.

    Minimum Qualifications

    1. Bachelor's degree in Occupational Health and Safety, Environmental Engineering,

    Environmental Health, Safety Engineering, Industrial Hygiene, Public Health, Biology,
    Chemistry or other science related degree or a closely related field.

    2. Five (5) years (60 months) of professional work experience in a safety or compliance
    related field; two years (24 months) in a healthcare setting.

    NOTE: Master's Degree in an area consistent with the duties of the position may be substituted

    Responsibility

    A. Supervisory Controls – Position functions under administrative direction of the Director of

    Public Safety. Incumbent works independently in areas of responsibility and special duties
    assigned by the supervisor. The employee is expected to exercise initiative in establishing
    priorities and meet deadlines. Supervisor provides general guidance and reviews
    completed work to ensure that duties and assignments are satisfactorily performed. At this
    time the incumbent does not supervise others within the department but fulfills a supervisory
    role by directing annual laboratory inspections and emergency drills.

    B. Guidelines – Guidelines are generally set by state and federal statutes, city ordinances,

    University regulations and policies, and departmental policy and procedures. Strict
    adherence to regulatory requirements is imperative. There are no direct written
    instructions/procedures, rules or manuals guiding the incumbent, rather work is performed to
    create these guidance documents for others through understanding of regulatory
    requirements for the institution.

    Difficulty

    A. Complexity – In a research university that provides clinical services there is a great diversity

    of both academic and non-academic functions and operations. The incumbent must have
    the ability to foster a positive attitude toward occupational health and safety while
    interpreting complex and legally demanding statutory provisions. He/she must be able to
    enforce these provisions under emergent, continually changing and challenging
    circumstances.

    B. Scope and Effect – The duties of this position affect virtually everyone in the University
    community. Preparation and review of protocols and procedures, responses to complaints,
    health and safety investigations, teaching campus safety and emergency procedures, etc.
    are conducted for University faculty/staff, medical students, patients and visitors. The
    attitudes, judgments and actions of the incumbent in this position reflect on the entire
    University, the incumbent in this position must at times deal with situations regarding health
    and safety issues in volatile and emotional circumstances. The incumbent must have the
    interpersonal and problem-solving skills to guide a wide variety of situations to a positive
    outcome, and in compliance with all applicable regulations.

    Personal Contacts

    This position comes in daily contact (i.e., face-to-face, telephone, email, etc.) with numerous
    employees of the campus community, interacts with University students, faculty, staff, visitors,
    representatives of external regulatory agencies, and outside contractors and service providers.
    As such, the incumbent must have excellent professional and social skills, be able to
    communicate clearly and precisely, understand complex regulations and accommodate and

    support anyone requesting technical assistance regarding health and safety. The
    incumbent must be able to provide a wide variety of services with technical expertise.

    Environmental, Health and Safety Responsibilities

    Participates in meetings, trainings and other environmental, health and safety activities
    as required by SIU School of Medicine.

    Working Conditions

    Physical Requirements -Generally the position does not require extraordinary physical ability,
    only walking, although sometimes in unique locations such as crawl spaces, mechanical rooms,
    rooftops, etc. The physical capability to wear various respirators is required, including half-
    and/or full-face air purifying respirators. The stress level is sometimes high. Emergency
    situations arise, such as fire alarms or minor chemical spills, where the incumbent is expected
    to respond calmly and with swift actions (see attached Physical and Environmental
    Requirements form).

    Comments

    Safety and health issues are taken very seriously by the persons involved. The incumbent must
    always respond to each situation with the sincerity, efficiency and knowledge anticipated by the
    person reporting such incidence. Work is often fast paced and multiple long and short-term
    projects running concurrently. Interruptions for pressing issues are a common daily occurrence.
