Ø Responsible for all permitting compliance at the facility.
Ø Responsible for providing comprehensive environmental expertise primarily in air quality; some responsibility for wastewater, storm water, drinking water, and/or waste management may also be required.
Ø Responsible for ensuring compliance with federal, state, and local Environmental regulations as well as adherence to company policies, procedures, and implementation of company best practices.
Ø Must manage multiple priorities concurrently and drive to completion environmentally focused projects.
Ø Lead the air permitting process at the plant and ensure the site meets renewal application deadlines.
Ø Lead the permitting process to completion, including tracking of all interactions with the TCEQ permit engineers, modelers, consultants. and corporate permitting group.
Ø Track all permitting actions.
Ø Develop implementation plans for all major changes to the plant’s permits.
Ø Work with the Environmental Department and provide guidance on MOCs that potentially require permitting modifications.
Ø Maintain subject matter expert (SME) knowledge in air regulations.
Ø Be the lead permitting representative on capital projects associated with the plant.
Ø Mentor and develop the environmental air staff, including Environmental Engineers and Environmental Specialists, and provide on-site consultation to facility operations personnel as needed.
Ø Provide leadership for the development of unit operating personnel to help understand Environmental requirements, particularly permitting requirements.
Ø Conduct field audits to ensure activities/conditions are consistent with changes to the permits.
Ø Partner with Operations, Corporate EHS and Legal to address environmental permitting issues and concerns at the site.
Ø Participate in Trade Associations and interact/network with other industry representatives as necessary.
Ø Assist in the development of air environmental improvement capital projects for the site as needed.
Ø Review and interpret proposed/pending air regulations and forecast their impact on plant operations.
Ø Lead efforts to develop and implement compliance plans for new air regulatory requirements.
QUALIFICATIONS / REQUIREMENTS
v Minimum of a bachelor's degree in engineering, environmental management, or other scientific or EH&S related discipline.
v A minimum of 5 years’ experience with a solid working knowledge in TCEQ and EPA air regulations.
v A strong knowledge of Texas Commission on Environmental Quality (TCEQ) air regulations.
v A strong knowledge of federal NSPS, NESHAP, NSR, MACT and Title V standards.
v Experience with submitting Permit By Rules (PBRs).
v Ability to solve complex challenges associated with environmental requirements, considering both long-term and short-term impacts which may include consideration of competing priorities such as technical/engineering, economic, regulatory, legal, safety, community, and schedule, among others is preferred.
v Effective at working with engineering, operations, maintenance, co-workers, Company management, and contract personnel, both individually and in a team environment.
v Ability to resolve conflicts with other functional groups and reach agreements with those groups.
v Excellent interpersonal skills and superior written/verbal communication skills are required.
