    JOB TITLE: Environmental Technician DATE: January 2024


    DEPARTMENT: Engineering Department FLSA STATUS: Non-exempt


    POSITION SUMMARY:

    Under general supervision this position is responsible for ensuring that all City landfills are in compliance with all Federal, State, and local environmental regulations. Assist with the implementation of the City's lead water service line replacement and other environmental projects for the City.


    JOB DUTIES:

    • Sample landfill groundwater wells quarterly and ship samples to contract laboratory
    • Monitor and maintain environmental protection and monitoring systems including but not limited to landfill gas, leachate collection, groundwater monitoring, surface water monitoring and air monitoring systems as required
    • Perform regular inspection of the landfill for problems regarding erosion, settling, and cover condition. Suggest and/or implement improvements as necessary
    • Collect data and analyze and interpret data collected
    • Perform minor repairs and/or cosmetic modifications to existing landfill structures
    • Maintain all necessary documentation and files
    • Perform routine maintenance. Provide oversight and supervision of subcontractors.
    • Ensure timely and accurate submittals to government agencies
    • Create sampling plans as necessary.
    • Monitor construction of contract work to ensure work is performed in compliance with contract plans and specifications and required quality is obtained.
    • Assist with maintaining and updating data for the City's infrastructure assets.
    • Other duties as assigned by the Engineering Manager.


    QUALIFICATIONS:

    Training and Experience:

    • Associate's degree or equivalent from a two-year college degree in civil engineering technology, design, drafting, environmental science, surveying, construction management, geographic information system (GIS) or related field.
    • Three (3) years of practical experience in engineering, surveying, construction management, and/or environmental services; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

    Licenses/Certifications:

    • Valid Driver's License
    • OSHA 40 hour HAZWOPER certification (within 6 months of employment and maintain certification through annual refresher courses)
    • Flagger certification (within 12 months of employment)



    Knowledge, Skills and Abilities:

    • Valid Driver's License
    • Knowledge in the operation and management of sanitary landfills, applicable governmental laws and regulations, including City, County, State, and Federal; heavy equipment selection, operation, maintenance, and safety; storm water, leachate, and landfill gas management issues; geology, soils, hydrology, chemistry, meteorology, agronomy, heavy civil engineering construction materials and methods; construction management and to oversee the contractor in these responsibilities. In-depth knowledge of environmental sampling, analytical methods, and regulations.
    • Exceptional skill in public and employee relations and in maintaining effective working relationships; advanced skill in organizing, completing, and reporting on projects; multitasking; composing clear, concise, and informative documents; proofreading.
    • Ability to use Microsoft Outlook, Word, Excel, PowerPoint, and report generating software. Familiarity with ArcGIS and drafting software preferred.
    • Operate environmental sampling equipment, water quality testing equipment, and gas testing equipment.
    • Follow oral and written instructions; present an overall professional image; prepare clear and comprehensive reports; model and promote acceptance and respect for differences among employees and citizens.
    • Performs effectively as a member of the team in carrying out the City's stated mission and philosophy; perform the essential functions of the job without posing a direct threat to the health and safety of others; Refer questions and problems to higher levels.

    PHYSICAL DEMANDS:

    • Must be able to perform equipment operation and repair, and operate a variety of tools, controls and construction activities. Performs bending, squatting, kneeling, and reaching to both ground level and overhead.
    • Lifts and carries up to 100 pounds; pushes and pulls up to 150 pounds; holds and grips objects in awkward positions. Specific vision abilities required include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
    • Requires ability to communicate in person, over the telephone, two-way radio, and/or other communication devices. Must be able to operate a computer keyboard and mouse.
    • Both indoor and outdoor working environment with exposure to dust and pollen and a variety of extreme weather conditions; subject to health risks when working on or around equipment and landfill operations; susceptible to mechanical hazards, electrical shock, disease, hazardous chemicals and solvents as well as other safety hazards associated with landfill operations, construction, and maintenance.
    • Subject to prolonged periods of standing or sitting. This position qualifies for boot reimbursement per the policy in the current 822 contract.

    RESIDENCY REQUIREMENT:

    • Employee shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
