Environmental, Health and Safety Director oversees organizational compliance with local, state and federal environment, health and safety regulations. The Environmental, Health and Safety Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Position Summary:
    Plans and directs University's risk management, environmental, health and safety programs. Programs include evaluation of risk exposure, loss control, acquisition of appropriate commercial insurance or other alternatives, coordination of insurance claims for liability, personal injury, property and other claims against the University. Establishes effective environmental, health and safety programs in the areas of fire and life safety, chemical safety, biological safety, radiological safety, hazardous materials management, accident and injury prevention, environmental compliance, emergency response, and assure those programs are in compliance with state and federal regulations, University policies and the goals and requirements of CMU. Ensures collaboration with the Office of Lab and Field Safety regarding these programs.

    Required Qualifications:
    Bachelors degree.
    Five years of increasingly responsible professional experience with at least two years in a management position.
    Experience with one of the following: risk management, contract review, safety or insurance.
    Demonstrated ability to perform financial analyses and to clearly and concisely communicate the results.
    Demonstrated positive interpersonal skills, ability to communicate effectively and project a positive image.
    Excellent organizational skills, ability to take the initiative and prioritize multiple assignments.
    Ability to deliver professional services to a broad constituent base.
    Visionary planning and leadership skills.
    Ability to perform the essential functions and requirements of the job.

    Preferred Qualifications:
    Masters degree in related field.
    Risk management experience in a higher education, public sector or large decentralized business enterprise.
    Knowledge of relevant federal and state laws and regulations, ability to develop related campus compliance policies.
    Experience with contract development, review and related legal issues.
    Experience with commercial and self-funded insurance including Captives (funding, retention, reserves, deductibles etc.).
    Experience with overseeing safety/emergency management programs.
    Experience working with a complex Enterprise Resource Planning system.

    Duties & Responsibilities:
    Develops and implements risk management policies and procedures for the identification, collection and analysis of risk related information.
    Manages University loss control activities for all insured and uninsured risks.
    Establishes a procedure for conducting periodic risk management safety and health inspections so that potential hazards are detected and corrected or controlled in a timely manner.
    Directs and ensures the adequate investigation, reporting, and analysis of accidents to prevent recurrence. Direct claim investigations and accident case management including loss control and reduction activities.
    Collects, evaluates and maintains data concerning injuries, claims, workers compensation, and other risk-related data.
    Leads, facilitates, and advises departments in designing risk management programs within their own departments.
    Assists administration in the review of contracts (i.e. third party and student affiliations) to ensure that the language and insurance coverage protects CMU from liability.
    Investigates, handles submission and follow-up on all claims against commercial insurance coverage; handles general liability, errors and omissions, auto and property claims with Michigan Universities Self- Insurance Corporation (M.U.S.I.C.). Interprets coverage on all insurance claims, responds to risk management inquiries.
    Acts as liaison between legal counsel, claims investigation provider and insurance carriers on investigation, monitoring, settling/denying litigated and non-litigated claims against University.
    Recommends lines of insurance coverage needed, levels of coverage, whether insurance should be commercial or self-insured; purchases insurance coverage. Reviews and negotiates insurance related contracts.
    Works collaboratively with insurers and attorneys in the management of claims in accordance with current Michigan Universities Self Insurance Corporation (M.U.S.I.C.) guidelines.
    Represents University on M.U.S.I.C. Board of Directors, and serves on their committees.
    Maintains operational budgets for insurance, environmental health and safety, and reserve accounts
    Performs financial analysis on all insurance and safety related activities, analyzes financial statistics on all insurance coverage lines, including funding, retention, reserves, deductibles, etc.
    Develops, proposes and implements policies and procedures; recommends University organizational changes to guide risk management, loss control and safety.
    Oversees implementation and monitoring of programs and activities which promote safe occupational and residential environments within the University community.
    Performs continuing work on Contract Review Process.
