Environmental Manager oversees the analysis and evaluation of air, water, and land systems to determine if pollutants are present and directs the implementation of appropriate corrective action if necessary. Develops and plans policies and procedures related to air, water, and land systems in accordance with organization and government rules and regulations. Being an Environmental Manager evaluates operations and makes recommendations to reduce waste or pollution. Requires a bachelor's degree in engineering or related discipline. Additionally, Environmental Manager typically reports to head of a unit/department. The Environmental Manager manages subordinate staff in the day-to-day performance of their jobs.   • Key Responsibilities/Essential Job Functions

    • Proactively turns safety requirements into specific action plans, programs and recommendations. Implements programs consistent with safety requirements and business needs in an effort to foster continuous improvement in the areas of safety and productivity.
    • Develops measurements for safety programs.
    • Analyzes and reports on safety measurements. Proactively and expeditiously reports on incidents of non-compliance and recommends necessary corrective actions.
    • Coordinates and conducts facility safety audits and inspections. Recommends improvements to plant operations as a result of audits and inspections.
    • Establishes and maintains communications with regulatory agency personnel as appropriate and as required. Serves as primary contact during all inspections/audits by occupational safety and health regulatory agencies. Coordinates appropriate response and follow-up to these inspections/audits, including internal reporting as required.
    • Coordinates and conducts training for safety purposes as required (e.g. RCRA, OSHA, etc.)
    • Ensures all work performed meets or exceeds RIS safety requirements and, specifically, that all work performed is in compliance with OSHA and RCRA requirements.
    • Ensures all permit requirements are met.
    • Coordinates implementation of Medical Surveillance Program. Maintains records related to program, as required.
    • Maintains all records, logs or other documents required for safety regulatory compliance or operational needs.
    • Directs accident reporting and investigation program. Analyzes accident data. Responsible for implementation of plans/actions to minimize reoccurrence of accident.
    • Responsible for demonstrating supervisory leadership resulting in efficient and effective use of resources.
    • Establishes work schedules.
    • Manages expenditures consistent with budget and business plan. Supports development of budget and business plan annually.
    • Coordinates safety and compliance activities for RES and RTS.
    • Assists with communication of safety objectives, expectations, measures and results to associates in all companies.
    • Provides support to field services activities/programs as required, including but not limited to: facility audits, safety programs/plans, training, etc.
    • Actively participates and supports community programs and activities that promote safety awareness of/about the facility.
    • Directs and coordinates activities of RIS' Corporate Environmental, Health and Safety Department to support other groups in RIS.
    • Directs RIS Plant Safety Program
    • Directs RIS Industrial Hygiene Program
    • Directs RIS Environmental Program in order to maintain daily regulatory compliance
    • Provides periodic on-call responsibilities for after hour compliance and safety related needs.
    • Responsibility: Site Security Program.  Manages Site Security Program to ensure the security needs of all Ross facilities.

    Minimum Qualifications

    • Eight (8) or more years working experience with State and Federal Regulations is required. Five (5) more years’ hands-on experience in Environmental, Health and Safety operations in plant/production environment. Five (5) or more years working the Safety and Industrial Hygiene field in a manufacturing environment. Two (2) or more years managing personnel or supervisory experience in related field.
    • Experience in 24/7 operation preferred. Experience in outdoor facility preferred.
    • Experience in chemical processing facility or TSDF preferred. Equivalent experience will be considered.
    • Thorough knowledge/training in federal and state environmental and safety regulations, Clean Air Act, Clean Water Act, Occupational Safety and Health Administration Regulations, RCRA, SARA, Industrial Hygiene, process hazards reviews is required.
    • Must be able to understand equipment processes; deal, without conflict, with regulatory agencies and their representatives.
    • Bachelor of Science degree in safety, industrial hygiene or related environmental field is required. Equivalent experience will be considered. Chemistry background is a plus.
    • Must be willing and able to work on-call and off hours as needed.
    • Must possess excellent written and verbal communication and interpersonal skills. Must be able to effectively communicate and present information and respond to questions from groups of associates, regulatory officials and/or customers.
    • Must be proficient in MS Office (Word, Excel and Outlook).
    • Must be able to analyze data, draw conclusions and recommend actions using sound judgment.
    • Work environment is primarily outdoors in chemical processing facility.
    • May operate company vehicles. Valid driver’s license and safe driving record required.
    • Travel may be required for field service activities. Must be willing and or able to travel as required.
