Epidemiologist monitors and investigates known or suspected sources and transmission of communicable diseases. Collects, analysis, and interprets disease data using appropriate statistical and research methods. Being an Epidemiologist reviews sterilization, disinfection and waste control techniques and recommends changes as needed. Develops and coordinates effective and practical interventions and procedures to control and prevent disease in the community or facility. Additionally, Epidemiologist typically requires a master's degree of microbiology. Typically reports to a manager or head of a unit/department. The Epidemiologist contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature.   • Based in Albany, New York the incumbent will be responsible for providing training and technical assistance designed for individuals who collect or report HIV surveillance data. The incumbent will have oversight of HIV Surveillance curriculum development, technical guidance documents, and training materials. The incumbent will coordinate continuous quality improvement activities including monitoring and evaluating the timeliness, quality, and completeness of HIV case surveillance data within New York State; assist in data quality and completeness review of the medical provider report form; contribute to the development and maintenance of policies and procedures for routine Surveillance Program activities. Ensure that all activities are implemented in compliance with program policy and public health law.

    Specifically, you will: 

    • Conduct a needs assessment to be used in setting priorities for protocol development and training materials.
    • Prepare and facilitate training sessions on conducting surveillance activities using standardized data collection tools, navigating the New York Electronic HIV Management System, data entry into New York Electronic HIV Management System, and to address data quality issues.
    • Oversee and participate in field staff related training, distribution of relevant materials.
    • Coordinate and participate in supervisory training and distribution of relevant materials.
    • Evaluate training sessions and developed materials including pre/post surveys and general interest surveys. Develop and produce reports to summarize these efforts, present findings to management.
    • Develop training materials and surveillance protocols in collaboration with Unit managers and relevant staff; conduct periodic review with the goal of maintaining up-to-date documentation; ensure that all training materials and surveillance protocols are up-to-date and stored in Microsoft Teams and on the secure local area network.
    • Convene workgroups to facilitate development of surveillance protocols. Identify key staff members for material development; assist with guiding the development of technical reference guides, protocols, slides, and reference materials; ensure review by Surveillance Coordinator and Bureau Director.
    • Organize and maintain related documents on the secure local area network and Microsoft Teams; conduct annual review or more frequently as needed. Track and evaluate review process to ensure efficiency and progress in document creation.
    • Oversee and maintain the public facing information and resources on the New York State Department of Health, BHAE web page.
    • Serve as a point of contact for field staff on the collection of Case Report Form data, assignment closure status, quality concerns. Summarize concerns and share with appropriate Central Office staff.
    • Contribute to the development of recommendations to address issues identified from data cleaning and review activities.
    • As needed, participate in the intra- and inter-state de-duplication activities, including the Centers for Disease Control and Prevention Routine Interstate Duplicate activities.
    • Write, run, and interpret results of SAS queries related to data quality activities.
    • In conjunction with the Central Office Processing team, assess proportion of newly diagnosed cases of HIV without a submitted provider report form; assist Mith outreach to clinicians not meeting PRF reporting requirements, including provider education, and troubleshooting on the HIV/AIDS Provider Portal.
    • Create and maintain a provider education packet that provides information to end users on HIV statutory reporting requirements and submission options.
    • Monitor the delinquent provider list; develop and maintain a report within the New York Electronic HIV Management System to extract this information for follow-up and analysis.
    • Assist with the quality review of suspected cases of acute or early HIV infection; develop reports and conduct follow up to ascertain final case status.
    • Ensure that activities are implemented in compliance with public health law and regulations.

     Qualifications:

    • Strong analytical skills, with the ability to gather and analyze information from various sources.
    • Excellent writing and communication skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds.
    • Strong computer skills with the ability to learn new programs.
    • The ability to work independently, as well as in a team environment.

    Education & Experience:

    • Associate’s degree in a related field with minimum of five (5) years of related experience OR Bachelor’s degree with a minimum of nine (9) semester hours of mathematics or statistics; and a minimum of two (2) years of research, evaluation, or epidemiologic experience; OR Master’s degree in public health or a related field and a minimum of one (1) year of research, evaluation, or epidemiologic experience, required.
    • Knowledge of the AIDS Institute populations (STI, HIV, HepC, Drug User Health, etc.), preferred.
    • Experience using statistical software, such as SAS, SPSS, required.

    The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. The annualized salary range for this position is $55,000.00 – $65,000.00. Actual salary range and/or hourly rate depends on a variety of factors including experience, education, credentials, location, and budget.

    The salary range and/or hourly rate listed does not include other forms of compensation or benefits.
