    Opening:

    Position Objective:

    To direct the program development and implementation of all Rolling Stock Capital Projects involving the equipment specification development, design, manufacture, test, delivery, and acquisition of new passenger cars and locomotives.

    Responsibilities:

    • Manage, coach, train, lead, and supervise a team of internal staff towards the fulfillment of departmental goals. Provide Engineering resource management for all rolling stock equipment purchase and overhaul programs.
    • Provide engineering review of contractor submissions to ensure compliance with contractual requirements as well as compliance with applicable regulatory requirements.
    • Monitors all project executions, progresses to plan and production of major deliverables, intervening when necessary to review the current state and direct adjustments to plans and execution. Prepare clear, concise technical specifications for new equipment to ensure the highest quality performance and reasonable pricing.
    • Address technical problems with projects, develop and implement plans to correct scope deficiencies, monitor budget and schedule deviations; ensuring all problems are recognized and handled expeditiously.
    • Collaborate with vendors, consultants, contracts administrators, Maintenance of Equipment, and other MNR/MTA stakeholders regarding present and proposed new car programs to ensure that proposals are technically and operationally sound and updated to the latest proven technology. Improve performance level of product.
    • Proactively communicate with senior staff at MNR and other MTA agencies to ensure relevant parties are aware of any issues, concerns, and overall project status. Liaison with City, state, and Federal Agencies to provide technical backup on engineering subjects and to maintain a coordinated effort on projects that may affect or overlap other governmental jurisdictions.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

    • Excellent knowledge of railroad equipment and operating practices, combined with a fundamental understanding of scientific and engineering principles as they apply to fleet equipment.
    • Specialized technical knowledge including shop operations, methods, and procedures equipment operations; electric theory AC/DC; electronic theory and electro-mechanical problem-solving.
    • Excellent ability to negotiate contractual issues with vendors.
    • Excellent written and verbal communication skills with the ability to speak effectively in a group setting and make formal presentations.
    • Strong leadership, management, and coordination skills are required to plan, supervise, and implement Capital Projects.
    • Ability to foster a positive team environment.
    • Familiarity with engineering principles and design procedures.
    • Ability to work collaboratively with internal MNR/MTA departments and city, state, and federal agencies.
    • Knowledge of MS Office Suite and/or comparable applications.
    • Strong knowledge of Program Management, Safety, QA/QC, and Contracts.
    • Must be available to work on/along Metro-North territory and internationally as required.
    • Must be available 24 hours a day, 7 days a week as required.
    • Must have a valid driver’s license.

    Required Education and Experience:


    • Bachelor of Science degree in Electrical Engineering or Mechanical Engineering with special emphasis on electrical/electronic theory and mathematics.
    • Minimum of eight (8) years of Railroad/Transit and/or heavy equipment maintenance, design, and procurement experience.
    • five (5) years of experience managing a professional workforce in a mechanical, transportation, or related field.


    The Following is/are preferred:


    • Familiarity with Railroad Operations and Safety procedures.
    • Knowledge of the Operating Railroad, the MN Corporation structure, and the organizational structure of the MTA.

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
