Public Works Engineering Director

    Under the direction of the City Manager, plan, organize, direct, and evaluate the day to day functions, planning, and operation activities for the City's Public Works Engineering Department; through division managers, supervise the Engineering Services and Capital Projects divisions of the Department, and directly supervise the transportation, storm water, sewer, and administrative functions of the Department;  provide services to the public, City Council, City Manager and other departments; and serve as a member of the City’s Executive Leadership Team.Essential duties may include but are not limited to the following:
     
    Attendance 
    Maintain regular, reliable, and punctual attendance.
     
    Budget 
    Direct the planning, preparation and control of department budgets including biennial operating and six-year capital improvement plans; develop purchasing and budgetary procedures and guidelines for the department; monitor, control and authorize expenditures in accordance with established policies.
     
    Capital Projects
    Ensure quality and efficient department operations by providing planning leadership and direction, and developing short- and long-range plans, projects and designs for transportation, storm water and sewer capital projects; gather, interpret, and prepare data for studies, reports, and recommendations.
     
    Grants 
    Identify federal, state, local and private research and development grants; determine the scope of work for which funds are needed and prepare proposals; review, approve and administer grant applications and reimbursement billings.
     
    Management 
    Plan, organize, and direct activities related to:

    - The funding, design, public involvement, right-of-way acquisition, environmental, and construction phases of City facility, park, storm water, sanitary sewer, and transportation infrastructure capital improvement projects.

    - Engineering services, including engineering plans, specifications, estimates, and other engineering documents; site development and right-of-way permitting; and the engineering review of other land use permits and reports.

    - Transportation management, including signal management, street lighting analysis, data collection, safety evaluations, and transportation planning.

    -The City’s sanitary sewer and storm water programs; and activities related to the public works engineering review of private development activity in the City. 

    Operations and Communications
    - Represent the City in regional and statewide public works issues; communicate and coordinate efforts with a variety of individuals and organizations, including City employees and executive staff, local cities, citizens, contractors and others. Provide services to the public, City Council, City Manager and other departments; present recommendations to include options and alternatives related to critical issues, decisions and actions as appropriate.

    - Attend regular and special City Council sessions; participate in meetings, workshops and conferences with City boards, commissions, committees and others; provide information to the City Manager on department programs and projects.
     
    Regulations 
    Maintain current knowledge of regulatory requirements; review changes to requirements and evaluate departmental impacts.
     
    Safety 
    Actively champion a culture of and commitment to workplace safety through everyday actions and leadership.
     
    Staff Supervision 
    Lead, direct, supervise, and evaluate the performance of assigned personnel, including professional, technical, special projects, and administrative personnel; interview, select, and train employees; approve recommendations of personnel promotions and salary increases; recommend disciplinary and termination actions as necessary.Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered. A typical combination is a bachelor's degree in civil engineering or related field and eight (8) years managerial and administrative experience in a municipal or Public Works environment, with at least five (5) years in an increasingly responsible supervisory capacity.
     
    Valid Washington driver's license.
     
    Registration as a Professional Engineer in Washington State within six (6) months of hire.
     KNOWLEDGE OF:
    Federal, state and local laws, ordinances, rules and regulations relating to municipal public works projects and activities.
    Civil engineering principles and practices.
    Traffic engineering principles and practices.
    Project management principles and practices.
    Organizational development principles and practices.
    Federal, state, regional, and county programs, procedures, and funding sources related to assigned programs, projects, activities and operations.
    Construction and maintenance methods, materials, and equipment used in public works.
    Planning, developing and controlling large and multiple budgets.
    Principles and practices of administration, supervision and training.
    Contract law and developing, reviewing, negotiating and enforcing construction contracts.
    Federal and state grant applications and administration procedures.
    City political environment and sensitivities.
    Basic research methods.
    Laws, rules and regulations related to assigned activities.
    City organization, operations, policies and objectives.
     
    ABILITY TO:       
    Plan, organize, control and direct the activities, services, operations, budgets and policy formulation of City public works services and planning.
    Represent the City and attend various boards, committees and meetings.
    Negotiate and administer contracts with outside vendors and service providers.
    Analyze complex issues and impacts and provide clear and concise recommendations and alternative solutions.
    Develop schedules, timelines, work programs and cost estimations.
    Train, supervise and evaluate personnel.
    Analyze complex situations accurately and adopt an effective course of action or present alternative solutions.
    Read, interpret, apply and explain rules, regulations, policies and procedures.
    Maintain current knowledge of technological advances in the field.
    Observe legal and defensive driving practices.
    Establish and maintain cooperative and effective working relationships with others.
    Demonstrate solid interpersonal skills, using tact, patience and courtesy.
    Drive a vehicle to perform field inspection of construction and maintenance projects.
     
    WORK ENVIRONMENT
    Work is performed primarily in an office environment with limited field work and driving a vehicle to conduct work.
     
    PHYSICAL ABILITIES
    Constant use of sight, hearing, and speech abilities necessary to perform essential functions and communicate with others.  Frequent fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc.  Frequent sitting may be extended at times, while doing desk activities.   Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position.  Frequent standing in combination with walking (short distances) throughout work shift in office areas.  Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials.  Requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment.  Ability to operate a motor vehicle to visit construction sites.
