    The Development Specialist position has a planning and development emphasis with responsibilities for providing the full-range of staff and office support duties including the first impression for visitors to the department. The Development Specialist uses independent judgment and takes initiative to maintain order, effectiveness, and efficiency through high-level organizational and communication skills. Work is performed under the general supervision of professional-level supervisors. This position requires completion of certification programs and ongoing professional development and training. Travel may be required. The Development Specialist must possess an extraordinary desire to learn new concepts to inform the work of all departmental programs, contribute to the collaborative environment, work as part of a team, and engage with the public.

    EXAMPLE OF DUTIES
    The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and/or assigned.Planning and DevelopmentResearch and preparation of reports, presentations, and projectsAssists in preparing and implementing plans and strategies for developing and redeveloping land through coordination with federal, state, regional, and local agencies.Researches, gathers, and compiles technical information and statistical data. Tracks maintenance and updating of official land use and zoning maps. Assists in the preparation of maps and graphics illustrating land use, population density, public utilities, and other aspects of planning and zoning work.Assists developers and the public in understanding relevant development rules and regulations.Researches land ownership and zoning issues. Maintains and updates files, map libraries, and automated databases.Serves as the Recording Secretary for the Planning CommissionProvide policy and land use support to departmental staff, Planning Commission, City Council, and other public officials.Project ManagementPrepares project status reports and tracks start-up and completion information.Prepares requisitions for payment of professional services related to projects.Interprets zoning ordinances, development standards, city plans and policies, etc. regarding development and redevelopment to apply regulatory conformance to all proposals for special projects and ongoing programs.Reviews studies, construction specifications, budgets, staffing estimates, and all other data required to formulate project formats and requirements.Prepares reports such as research/statistical reports, summary reports, financial reports, and strategic plansPrepares maps, charts and other graphic materials using computers and computerized databases.Reviews project files developed by other staff for accuracy and completion and codes for computer entry. Maintains computerized project and fund-source record system including project files, recording logs, and other local information.Data Entry and Database MaintenancePrepares graphs, tables and other illustrative material and performs other administrative support functions relating to report preparation and printing. Assists in data collection and analysis activities to support technicians, analysts, coordinators, and planners.Organizes land use, population, housing and other socio-economic data in physical and planning-related areas for inclusion in project reports and presentations.Provides information to other staff members and City departments on activities related to Departmental databases and geographic information.Assists in developing and maintaining information and databases to facilitate analysis and planning activities.AdministrationProvides high quality customer service to citizens, government officials, non-profit partners, professional services, vendors, and other contacts.Manages the front of house operations and assists the director and assistant directors as needed.Provides assistance to customers, professional service contractors, and municipal, state, and federal agencies including the collection of fees.Tracks expenditures and credits for general fund and special community development fund budgets.Maintains high-level organization system for inventory and equipmentImplements all city, state, and federal procurement and purchasing procedures for supplies and equipmentOrders, receipts, and processes invoices for payment of all goods and services.Processes deposits for grant proceeds and other income.Provides the first impression for visitors and callers screening appropriately to ensure upbeat service delivery with minimal delay.Distributes administrative memos and notices to all staff.Work is performed under the general supervision of the Planning Director.

    SUPPLEMENTAL INFORMATION
    Knowledge of general office practices, procedures, and equipment as needed to support the full breadth of development services.Understanding and knowledge of basic accounting principles to process invoices and read and prepare budgetsKnowledge of basic planning principles and practices as needed to understand the work required and answer inquiries from the public.Knowledge of the policies and procedures pertaining to city planning and zoning ordinances as needed to understand the work required, answer inquiries from the public, and support technicians, planners, and managers.Knowledge of the policies and procedures pertaining to community development as needed to understand the work required, answer inquiries from the public, and support technicians, planners, and managers.Knowledge of word processing, spreadsheet and graphic presentation software as needed to prepare documents for technicians, planners, and managers.Knowledge of ESRI software programs including ArcView.Knowledge of mapping principles and practices, coordinate systems, projections, and scale.Ability to produce simple maps and other representations of spatial data.Proficient in Windows-based office programs (i.e. Word, Excel, PowerPoint, and Access)Work overtime and a flexible schedule when requiredAbility to develop and maintain effective working relationships with other staff and the publicAbility to include the proper amount of detail in documentation Ability to collect, evaluate, and analyze data and information as needed to conduct research.Ability to extract and summarize information from laws, ordinances, correspondence, etc. as needed to understand assignments and changes in policy and perform new procedures. Ability to keep records and prepare simple narrative reports as needed to maintain required information. Knowledge of standard English grammar and punctuation.Ability to organize facts and present them in a clear written, graphic, or verbal form as needed to assist technicians, planners, and managers in the development of reports and other documents.Ability to perform assigned tasks independently and by established deadlines as needed to ensure that work is performed correctly and in a timely manner.Ability to understand plans and maps as needed to answer questions, research information, and assist technicians, planners, and managers.Ability to understand and follow written and oral instructions as needed to ensure that work is completed and meets requirements of the staff.Strong organizational and preparation skillsPossess good public and employee relation skillsMust be self-motivated and able to work with minimal supervisionPhysical Demands: Ability to function under the pressure of severe time constraints while simultaneously working on several projects.
