Description:
The Bradford Area Alliance (“Alliance”) is seeking a skilled and experienced Real Estate Development Consultant to first lead efforts to define a housing strategy for Bradford, PA (McKean County), a rural community located in the PA Wilds and then the execution of the strategy. The scope of that strategy will include identifying housing needs and opportunities that align with our community's workforce needs, presumably through a new housing development. The consultant will then play a crucial role in driving this initiative forward mostly by pre-planning, design development, attracting developer(s) for construction phase, managing the necessary RFP processes, etc.
Responsibilities:
· Conduct comprehensive research and analysis of local real estate market trends, demographic data, zoning regulations, and economic indicators to identify housing development opportunities and risks.
· Collaborate with local government agencies, community organizations, and private sector partners to develop a comprehensive and viable real estate housing development strategy that support the long-term economic vitality and sustainability of the rural community. That strategy should incorporate land use planning, size and scope, site selection, feasibility analysis, infrastructure needs, financial modeling (including grant sources), and project management.
· Attract, solicit, and qualify contractors / developers through the RFP process. Solicit for due diligence, design and construction services, reviews and evaluates the responses and obtains the services.
· Serve as a liaison between the community and external consultants, architects, engineers, contractors, and other professionals involved in the development process to ensure alignment with community needs and objectives. This includes the municipalities and utilities.
· Manage the tracking of timelines and schedules.
Qualifications:
· Bachelor’s degree required; Master’s degree preferred.
· Knowledge of real estate development principles/practices.
· 3 years’ experience in residential housing development experience preferred.
· Experience with Housing Tax Credits and other subsidies (tax exempt bond financing, New Market Tax Credits, Historic Tax Credits, grants, etc.) is a huge plus.
· Successful Project Management experience on projects from-the-ground-up housing projects is a plus.

This is a multi-year contracted position with a strong local presence.
