Estimating Director leads the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Director incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Develops a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Director depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Requires a bachelor's degree. Typically reports to senior management. The Estimating Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Estimating Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Eagle Railcar Services is seeking an AAR Estimating Manager who will be responsible for conducting in-coming, in-process and outbound inspections of railcar repair services. This individual determines materials required for repairs and estimates repair costs based on AAR regulations and customer specifications. The goal is to provide detailed reports so the company can make informed decisions that will enhance profitability and growth.

    Responsibilities

    • Oversee the estimating process and requirements to complete the specified railcar repairs.
    • Participate in assessing the condition of railcars and determining their ability to meet compliance standards.
    • Prepares and/or reviews estimates of repair costs, including parts, materials, and labor for submittal to customers. Consults with customers regarding repairs and reviews final billings.
    • Requisitions repair parts and materials; obtains quotes from vendors or subcontractors.
    • Prepares and maintains records and documentation pertaining to repairs to include invoices, AAR billing repair cards, and testing documentation.

    Requirements

    • Knowledge of Association of American Railroads (AAR) and Eagle standards and regulations applicable to the fabrication, repair, and operation of railcar repairs
    • Ability to prepare and maintain accurate records.
    • Ability to interface effectively with shop personnel and customers.
    • Familiarity with financial and project management principles
    • In depth knowledge of research and data analysis methods and estimation formulas
    • Exquisite math and IT ability with an analytical mindset
    • Proficient in relevant software

    Experience and Education:

    • BSc/BA in engineering, construction science or relevant discipline preferred.
    • Certified Professional Estimator (CPE) is preferred.
    • 3-5 years’ experience with AAR Interchange Rules and Regulations
