Estimating Director leads the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Director incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Develops a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Director depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Requires a bachelor's degree. Typically reports to senior management. The Estimating Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Estimating Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     GCI's Estimating & Planning Engineer IV will perform research, data gathering, and analysis of technology and business roadmaps for the purposes of producing Class 5 and Class 4 estimates, associated engineering, and schedules associated with Intake, Conceive and Validate stage gates. Produce reports and presentations interpreting results for stakeholders and customers. Following standards using engineering principles, participate with engineering functions as needed for company initiatives requiring interdisciplinary leadership.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES AT ALL LEVELS:

     
    • Participate in Intake, Conceive and Validate process to establish budgets, schedules, and resource needs.
    • Participate in developing short and long-range company objectives, plans, and budgets.
    • Work with cross functional teams to define project requirements and planning necessary to deliver quality products on time. 
     
    • Support business case development for customers, new product, and network initiatives; aiding with customer facing, capital, and operating expense validation.
    • Provide support with development of requirements for new initiatives and products that require new Network capabilities. Requirements include system design, standards compliance, availability targets, operating performance metrics, operational support, and staff training.
    • Support and participate in proposals, RFP/RFI/RFQ, and other similar sales responses; design solutions across multiple disciplines (Cloud, Security, Professional Services, UC, Transport, etc.) with; supporting literature, diagrams, write-ups, presentations, demos, etc.
     
    • Document and produce capital and OPEX expense budgets and forward-looking plans consistent with the technology roadmap.
    • Document capacity usage, traffic plans and engineering risk analyses in support of company plans.
     
    • Assist and participate with lifecycle analysis of new and existing systems: document phase-out schedules and plans.
    • Utilize the standards / specifications developed by the Lifecycle team; coordinates with Lifecycle and Delivery on an ongoing basis to maintain current standards and cost models.

    Grade: E08

    Additional Job Requirements:

    This is an advanced level position for the engineering professional.  Must have a comprehensive understanding of and be competent at performing engineering calculations, design, and implementation for further review by senior staff. Receives work assignments of a higher level but also receives general guidance, periodic review, and direction from the supervisor.   Participates in larger more complex projects and can be counted on to complete specific assigned engineering tasks on time and within budget costs. Performs research, data gathering and analysis of technology and business roadmaps. Provides Class 5 and Class 4 estimates, engineering, and schedules associated with Intake, Conceive and Validate stage gates. Participates and assists with engineering functions as needed for company initiatives requiring interdisciplinary leadership. Provides mentorship and basic leadership to junior engineers in areas of expertise. 

    Minimum Qualifications: 

    Required: *A combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis

    • High School diploma or equivalent.
    • Bachelor of Science Degree in electrical engineering, mathematics, computer science, physics, or related field. *
    • Minimum of ten (10) years of experience in any combination of: data science, radio frequency, switching, packet, or other telecommunications technologies. *

    Preferred: 

    • Master’s degree or PhD in Engineering.
    • Telecommunications experience. 
    • Relevant telecom industry or job specific certifications.

    DRIVING REQUIREMENTS

    • This position requires driving a company-owned vehicle, company provided vehicle, or a personal vehicle on behalf of the company. Must possess and maintain a valid driver’s license, proof of insurance, a satisfactory driving record, and successfully complete Defensive Driving course.
    PHYSICAL REQUIREMENTS and WORKING CONDITIONS:  
    • Work is primarily sedentary, requiring daily routine computer usage.
    • Ability to work shifts as assigned, work in standard office/home office setting, and operate standard office equipment.
    • Some travel required to sites that include inside/outside work, noise, inclement weather, vibrations, cramped quarters, and working at heights.
    • May encounter angry customers, vendors, or employees.
    • Ability to accurately communicate information and ideas to others effectively.
    • Physical agility and effort sufficient to perform job duties safely and effectively.
    • Ability to make valid judgments and decisions. 
    • Available to work additional time on weekends, holidays, before or after normal work hours when necessary. 
    • Must work well in a team environment and be able to work with a diverse group of people and customers.
    • Virtual workers must comply with remote work policies and agreements.
