Estimating Director leads the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Director incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Develops a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Director depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Requires a bachelor's degree. Typically reports to senior management. The Estimating Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Estimating Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Vali is seeking a Cost Estimating Analyst to join our team, supporting the dynamic development, integration, and deployment of the MDA Missile Defense System. As a Cost Estimating Analyst, you will play a pivotal role in ensuring the financial viability and efficiency of our Defense Acquisition programs. Your responsibilities will encompass the creation and maintenance of comprehensive Life Cycle Cost Estimates and models, thorough analysis and reporting of cost-related data, and the execution of in-depth excursions.

    Key Responsibilities:

    • Independently conceptualize, present, and defend precise cost estimates, along with cost estimating relationships and sophisticated mathematical cost models.
    • Construct intricate cost estimating relationships employing advanced mathematical principles such as probability, statistics, regression analysis, linear algebra, learning curves, and data compilation.
    • Review and interpret Cost Analysis Requirements Documents (CARDS) to enhance project insight.
    • Source and dissect crucial cost data from contractors' DD Form 1921s and Cost Performance Reports/Integrated Program Management Reports (CPR/IPMR) to establish a reliable and robust cost database.
    • Engage in collaborative analysis of alternatives and intricate cost studies.
    • Manage and organize cost data, technical baseline data, and engage in cost-centric research and analysis.

    Requirements:

    • Bachelor's degree in fields such as mathematics, Engineering, Operations Research, Economics, Statistics, Business Analytics, or related disciplines (master's degree is a plus).
    • Demonstrated expertise in Cost Estimating, Budget/Financial Management, Systems Engineering, or Data Analytics.
    • Exceptional verbal and written communication aptitude.
    • Strong analytical capabilities and meticulous attention to detail.
    • Eligibility to acquire and maintain a DoD clearance.

    Preferred Qualifications:

    • Familiarity with the application of DoD Planning, Programming, Budgeting and Execution System (PPBES) methods, aiding in the generation and interpretation of management-relevant information.
    • Independent work capabilities and adeptness in strategic high-level coordination.
    • Self-initiated and capable of providing support to multiple intricate projects concurrently.
    • Proficiency in MS Office suite, especially Excel, including a command of advanced functions and pivot tables.
    • Working familiarity with ACEIT, @Risk, Crystal Ball, or analogous parametric and cost risk tools.
    • Membership and certification within the International Cost Estimating and Analysis Association (ICEAA).
