Estimating Director leads the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Director incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Develops a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Director depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Requires a bachelor's degree. Typically reports to senior management. The Estimating Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Estimating Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Overview

    Under the general direction of the Chief Tribal Operations and Communication Officer and the Education Committee, the Education Director guides strategic educational investments and oversees the project planning, implementation, and evaluation of all Learning Center initiatives.  Designs, implements, and evaluates academic services and interventions to support student achievement and document student outcomes. Directs academic services, financial aid, and education programs and staff.

    Responsibilities

    • Oversees, delegates, or arranges project planning and implementation, and evaluation for all Learning Center initiatives.
    • Oversees, delegates, or arranges for all project and strategic planning for the Education Department.
    • Designs, implements, and evaluates educational initiatives, partnerships, and programs.
    • Oversees Education department functions; overall management of department personnel, including scheduling, training, mentoring, goal management, performance management, and coaching. Recommends disciplinary action to senior management.
    • Administers budget for the Education department, including: resource planning, review and approval of check requests, preparing reports, and ensuring that funds are expended following all appropriate enterprise policies and procedures.
    • Initiates funding proposals, serve as project director and oversee grant human and financial resources for funded projects.
    • Oversees academic and financial aid services for community members.
    • Serves as tribal liaison to educational institutions (preschool through university).
    • Assists students with enrollment in all post-secondary colleges, universities, technical training, vocational schools, etc.
    • Facilitates biweekly Education Committee meetings, which includes assisting with the meeting agenda and providing support to committee members throughout the meeting.
    • Researches best practices in educational policies and procedures and serve as advisor to Education Committee; assume responsibility for or delegate action items coming from the committee as relevant and assigned.
    • Drafts correspondence to and on behalf of the Education Committee.
    • Collaborates with Chief Officers and Legal Counsel as needed.
    • Collaborates with various Tribal Program Directors as needed.
    • Performs other duties as assigned.

    Qualifications

    • Master’s in Education related field. PhD preferred.
    • Seven years’ experience in a similar professional, administrative, analytical, and leadership role or combination of education and experience deemed suitable for success in this position.
    • Leadership experience with program, personnel, and student development.
    • Experience with student advising preferred.
    • Fund development and administration experience (federal and state levels) is highly desirable.
    • Experience in university submission processes and submissions. Relationships with various universities, training institutions, etc. is highly desirable.
    • Ability to create and implement education programs relevant to tribal needs.
    • Knowledge of general business practices, including budgeting, accounting, and forecasting.
    • Advanced knowledge of applicable laws, regulations, rules, procedures, and administration.
    • Knowledge of leadership and management skills and techniques; ability to develop and mentor others.
    • Knowledge of providing exemplary customer service, teamwork, and developing consensus.
    • Proficient in computers, including Microsoft Office, e-mail, and Internet.
    • Ability to establish and maintain effective working relationships with the Tribal community, internal staff, vendors, and outside agencies.
    • Ability to collaborate effectively with cross functional partners.
    • Ability to foster teamwork and develop and mentor others in a culturally diverse environment.
    • Ability to adapt in a growing, fast-paced organization.
    • Ability to develop and implement new programs and initiatives; work independently; work under pressure and within tight deadlines; and organize priorities.
