Facilities Director manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Director monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Director directs training of managers, supervisors, and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     SUMMARY: The Facilities Director organizes, administers, and leads a comprehensive program of maintenance and custodial services that provide and maintain in a safe, efficient and economical manner, the facilities, grounds, equipment, and furnishings of the agency, so that all clients, staff, and the community are assured of clean, safe, attractive, and healthy places in which to live, learn and work.

    Job-specific essential functions include the following:

    • TEAM FIRST: Makes every effort to maintain a 'team first' spirit and atmosphere within the workplace environment, maintaining appropriate working relationships and promoting collaboration.
    • Performs their daily responsibilities safely, whether working independently or with other team members.
    • Leads, organizes, manages, and supervises all maintenance and custodial operations of the agency in compliance with all applicable federal, state, and local laws and regulations. Performs duties as needed.
    • Develops and implements the multi-year Comprehensive Maintenance Plan that is both corrective and preventive for the upkeep of all facilities, grounds, and the major facilities systems (HVAC, mechanical, plumbing, electrical, pool, generators, and structural) of the agency.
    • Provides an efficient work order system, ensuring that all maintenance and repairs are completed in a timely fashion, and provides regular work order status reports to the Director of Operations.
    • Collaborates with Development to ensure that volunteer workgroups have adequate plans, tools and resources to complete projects.
    • Recommends facility improvement/modernization to improve agency systems, equipment, and facilities.
    • Monitors and approves time records of all maintenance and custodial personnel and approves all overtime using established procedures and budgets.
    • Establishes and implements a program of safety, accident prevention, and health maintenance for all employees, including safe and proper use of equipment, vehicles and materials, identification and prevention of hazards, air quality controls, and prevention of accidents and injuries.
    • Works cooperatively with community and state agencies, including the police, fire, emergency, health departments, and the Ohio Department of Job and Family Services to ensure that high standards of health, sanitation, and safety are maintained throughout all of the agency's facilities and grounds.
    • Conducts regular inspections of all the agency's facilities, grounds, and equipment to ensure that high standards for cleanliness, attractiveness and safety are maintained. Recommends to the Director of Operations any improvements needed.
    • Monitors and recommends systems and procedures to ensure the security of all facilities.
    • Establishes and maintains a system of financial records, controls, and accounting procedures for the repair and maintenance of the facilities.
    • Develops and recommends the Buildings and Grounds budget, and then administers the approved budget, completing all required documentation.
    • Maintains current drawings and engineering records describing agency facilities, equipment, and grounds.
    • Develops and maintains the Fixed Assets Inventory.
    • Maintains an inventory control system and purchases supplies, parts, and equipment through the established process that follows federal, state and local regulations.
    • Approves specifications and recommends contractors to perform maintenance and repair services. Supervises and inspects work performed & recommends payment upon satisfactory completion of the work.
    • Supervises removal of snow and ice so that safe conditions exist.
    • Develops, implements, and monitors an energy conservation program, making recommendations for efficiency and reduction in the costs of operating the facilities.
    • Provides and maintains an efficient and effective waste disposal system with provisions for recycling of all waste permitted by local and State regulations.
    • Operates electronic and other equipment needed to carry out job functions and responsibilities.
    • Researches and makes recommendations for improvement in the effectiveness and efficiency of the repair, maintenance, and cleaning services so that attractive, healthy, and safe facilities are provided.
    • Attends required meetings and serves, as appropriate, on staff committees.
    • Notifies and assists the administration and appropriate emergency personnel of any emergency, and potentially dangerous or unusual situations.
    • Understands and communicates current developments in the repair, maintenance, and custodial areas through reading, participation in appropriate workshops or meetings, and involvement in professional organizations.

    Other duties may be assigned.

    SUPERVISORY RESPONSIBILITIES: Provides direct supervision of the Facilities volunteer team. Provides leadership throughout campus, through positive Agency support, working in conjunction with CRC leadership to ensure overall safety, accountability, structure and tone of the campus. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

    Ensures that agency vision and direction are communicated on a level that allows every employee to understand their ownership in the success of the agency and that they are a valued member of the organization.

    REQUIRED SKILLS & ABILITIES:

    • Demonstrated knowledge of construction codes, health & safety regulations, financial & management practices, purchasing, supervision & motivation of personnel, and state & local regulations regarding the maintenance of buildings and equipment
    • Ability to read and understand/interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    • Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, volunteers, workgroups, etc., and other employees of the organization.
    • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
    • Ability to understand and carry out instructions furnished in written, oral, or diagram form. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to apply common sense.
    • Competency with Microsoft Office Suite and the internet. Ability to use or be trained in other software.

    EDUCATION, EXPERIENCE, CERTIFICATIONS/LICENSES:

    • Bachelor's degree in facilities management, engineering, property management, or related field or equivalent experience. Five to ten years of experience in construction and/or property management, with a minimum of three years in a supervisory capacity.
    • Valid Ohio Driver's License and a driving record that allows that individual to be insurable on agency policy, as job includes occasional travel to satellite offices.
    • Water & Wastewater certification required. Safe Harbor Ohio will provide needed certification(s)/training.

    PHYSICAL REQUIREMENTS:

    • Regularly required to stand, walk, and reach with hands and arms. Frequently is required to use hands to finger, handle, or feel objects, tools, or controls and talk or hear to maintain safety.
    • Regularly required to climb or balance; stoop, kneel, crouch, or crawl; must be able to smell to maintain safety when using power equipment/vehicles.
    • Required to be able to occasionally lift and/or move more than 100 pounds.
    • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and depth perception to use hand/power tools, large equipment, etc.
    • Must be able to be outdoors in various weather conditions for extended amounts of time.
    • Must be able to drive a variety of vehicles legally and safely in the state of Ohio.
