    Purpose of Position:

    The purpose of this position is to oversee/manage MMSD Steamfitters, Plumbers, HVAC Technicians and Maintenance Workers; assist in general engineering and architecture work including; new construction, remodeling, maintenance and repair of all MMSD facilities, respond to facility heating/cooling concerns; exercise decision-making in the management of heating/cooling improvement and maintenance projects; review, evaluate and either recommend or disapprove heating/cooling submitted drawings and specifications.

    Essential Duties and Responsibilities:

    1. Overseeing and managing MMSD Steamfitters, Plumbers, HVAC Technicians and Maintenance Workers in responding to facility concerns.

    2. Assisting in hiring staff and prioritizing daily work assignments/schedules.

    3. Exercising decision-making in the management of HVAC improvements and maintenance projects.

    4. Reviewing, evaluating and approving or disapproving HVAC drawings and specifications submitted by consultants.

    5. Utilizing sound judgment in the preparation of project cost estimates and the selections of required materials.

    6. Reviewing and evaluating the work of contractors and consultants.

    7. Managing project budgets and approving construction payments.

    8. Developing and administering the HVAC, Plumbing and Maintenance Worker budget.

    9. Developing HVAC policies on a District-wide basis for review.

    10. Preparing long-range capital plan and will be responsible for daily and monthly planning related to improvements and maintenance.

    11. Acting as a liaison between contractors, consultants and the District.

    12. Communicating with state and city personnel to ensure compliance with codes.

    13. Maintaining knowledge of building system operations, maintenance and repair methods, and documents the practices and procedures to ensure worker safety.

    Education, Knowledge, Skills, Abilities to perform essential job functions:

    Required Qualifications :

    1. Bachelor's Degree in Mechanical Engineering with commensurate experience.
    2. A minimum of three years of professional experience as a mechanical systems designer that includes building systems planning and design, construction documents and construction observations or a combination of education and experience that provides equivalent knowledge, skills and abilities.
    3. Registered in Wisconsin as a Professional Engineer or HVAC Designer.
    4. Valid Wisconsin driver's license.
    5. Working knowledge of and experience with computer business software such as Adobe Acrobat, Bluebeam, AutoCAD, Revit, Microsoft, and the Google Cloud Platform.
    6. Experience working cross-culturally and/or commitment to work toward improving one's own cultural competence i.e., valuing difference/diversity, recognizing personal limitations in one's skills and expertise and having the desire to learn in these areas.


    Desired Qualifications :

    1. Knowledge of building construction, maintenance procedures, mechanical, plumbing and electrical systems and building materials.
    2. Knowledge and ability in the preparation of construction documents relating to construction of buildings, including construction drawings, specifications, contracts and as-built drawings.
    3. Knowledge and ability in the preparation of estimates for construction of buildings and remodeling projects, including detailed estimates and budgetary estimates.
    4. Knowledge of Building Codes.
    5. Demonstrated ability to work cooperatively and effectively with co-workers, technical consultants, contractors, trades workers, building officials, students and the public.
    6. Strong management skills, including the ability to develop a strong leadership team, assign personnel and delegate responsibilities with assurance and accountability.
    7. Demonstrated ability to perform building design activities related to plumbing and HVAC systems including preliminary and detailed design code compliance and energy calculations.
    8. Knowledge of Building Automation Systems for HVAC systems.
    9. Demonstrated ability to supervise others.
    10. Knowledge of and experience in construction observations and construction management procedures.
    Physical and Sensory Requirements:

    • Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching, climbing, crawling, lifting, carrying, pushing and pulling.

    • Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration.

    • Ability to operate a variety of office and facilities test equipment including computer, telephone, calculator, sound meter, light meter, metal detector, electrical test equipment, thermal measuring devices, tape measures and drafting equipment.

    Environmental Adaptability:

    Ability to work under generally safe and comfortable conditions where exposure to construction site environmental factors such temperature variations or extremes, odors, toxic agents, noise, machinery, electrical currents and/or dust may cause discomfort and poses a limited risk of injury.
