    I. SUMMARY:

    This position is responsible for the coordination and oversight of all agency properties including building maintenance, mechanical systems, and grounds keeping. Position is accountable for the department’s financial performance, quality of work, use of resources, and customer satisfaction.

    II. ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Provide direct supervision to agency maintenance and custodial department staff including scheduling, training, hiring, evaluating, developing, and disciplining as needed.
    • Oversees safety and accessibility of the agency and its facilities. Serves as the point of contact for the department for OSHA & ADA compliance, accessibility improvement projects, and/or other related issues.
    • Initiate, coordinate, and oversee all contacts and services for agency facilities to be provided by outside contractors and vendors.
    • Initiate, review, coordinate and implement processes of facility related repairs and enhancements to be performed by the maintenance department.
    • Analyze and resolve maintenance problems and assist staff in resolving them.
    • Assist the maintenance department staff to perform skilled work in the upkeep, repair, and enhancements to be performed by the maintenance department.
    • Oversee, manage, and implement the Maintenance Management System [Net Facilities] to include editing, assigning, scheduling, and approving work orders.
    • Establishes and monitors preventative maintenance processes and programs and facility inspection processes for on-going review of maintenance work by external code enforcement agencies.
    • Ensure that our facilities are compliant with all building codes, regulatory agencies, OPWDD’s guidelines, life safety codes, and any other required building codes or certifications.
    • Collect, organize and maintain all required records to include facility inspections, testing, reports, and certificates that will be maintained and retrieved from a central file.
    • Schedule all required inspections and follow-up activities for all agency properties.
    • Participates in the development and supervising of grounds and building maintenance budget; coordinates the allocation of resources following budget approval; recommends approval of expenditures.
    • Assist with the implementation of facility development projects such as remodeling, mechanical system replacements and building upgrades as assigned by the administrator.
    • Make recommendations to purchase supplies, equipment, and materials necessary to complete projects.
    • Develop and oversee the after hours’ on-call system for the maintenance department.
    • Engage in snow removal activities and maintenance projects as needed.
    • Participate in all required meetings and in-services.
    • Complete special assignments and projects as assigned.
    • This position requires a three week notice of voluntary resignation.

    IV. SUPERVISORY RESPONSIBILITIES:

    This position directly supervises all the maintenance workers.

    V. QUALIFICATIONS

    Education and/or Experience - High School diploma or G.E.D. from an accredited organization and five years building maintenance work experience, three of which were in a supervisory role. College degree in facilities, engineering, business, or construction from an accredited school preferred. Must have working knowledge of all relevant building codes, OSHA requirements, EPA guidelines, and life safety codes. Additionally, practical work experience in real estate, construction, accounting, or engineering desirable.

    Language Skills - Ability to read, analyze, and interprets general business documents, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedural manuals. Capable to effectively present information and respond to questions from groups of managers, contractors, regulatory agents, and the general public. Must be a team player.

    Mathematical Skills - Ability to work with mathematical concepts such as addition, subtraction, multiplication, division, fractions, ratios, percentages, and scales.

    Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and spreadsheets. Capable of motivating subordinates, colleagues, and co-workers. Ability to operate in a systematic and logical manner.

    Computer Skills - Must be knowledgeable about Internet software, Microsoft Office components including Word, Office, Excel and PowerPoint. Ability to effectively use or learn Net Facilities, Unitime and any other computer software used by the agency.

    Certifications, Licenses, Registrations - Must possess a valid NYS driver’s license and an acceptable driving record. Successful completion of all required agency training.

    Interpersonal Skills Required - Very high degree of interpersonal skills to establish and maintain effective working relationships with employees and the public. Highly effective verbal and written communication skills. Problem/conflict resolution skills.
