Facilities Maintenance Supervisor (Full-Time; Non-Exempt)

Job Summary:
The Facilities Maintenance Supervisor is responsible for ensuring that City facilities and building systems are
properly maintained and operational. Organizes, monitors, and supervises
facility maintenance operations; performs a variety of technical tasks including
but not limited to carpentry, painting, plumbing, electrical and HVAC repairs.
Work is performed under the general supervision of the Fleet & Facilities
Superintendent, and supervises one full-time and three part-time employees.
This position is designated as safety sensitive and is
subject to random drug and alcohol screening.
Salary:
$20.67 - $25.84 per hour, depending on qualifications and experience
Schedule:
- Monday - Friday, 7:00 am – 3:30 pm
- On-call flexibility required for
occasional after-hour emergencies

Essential
Functions:
- Plan, prioritize, assign, supervise,
review, and participate in the work of staff responsible for facility
maintenance; provide team leadership by setting strong example and clear
expectations
- Establish schedules and methods for
providing facility maintenance services; identify resource needs and allocate
accordingly
- Participate in development of Division goals,
objectives, policies and procedures; recommend changes and improvements to
existing standards
- Participate in the preparation and
administration of Division budget and 5-Year Strategic Plan; submit budget
recommendations and project justification; prepare cost estimates, request
for purchase and monitor expenditures
- Computer and tablet use
to maintain logs, inventories and records; respond to service requests and
emails; monitor and manage work orders in the computerized maintenance
management system; access and set automated control systems
- Monitor and control supplies,
materials, tools and equipment; re-order as necessary; prepare documents
for specification and procurement; participate in preparation of contracts
for private-sector services
- Train or coordinate training in
facility maintenance and safety methods, procedures, and techniques
- Develop and organize preventive
maintenance and safety inspection programs for all facilities, building
systems and equipment
- Assist coordination of construction
projects, remodels, and specialized maintenance; coordinate with vendors and
contractors as needed
- Develop and maintain positive
relationships with suppliers, contractors, vendors, regulatory agencies,
and staff members
- Perform and report on all work
according to the City’s safety standards, OSHA and health codes
- Essential duties consist of physical
labor, requiring lifting, pulling, climbing, pushing and kneeling
- Picks up and delivers parts, materials
and supplies
- Operate City vehicles and equipment
- Performs other duties as assigned in a
positive manner which supports the vision and strategic objectives of the Division/Department
and the entire organization of the City of Owasso
Minimum
Qualifications, Education and/or Experience:
- High School Diploma or GED Equivalent
- Valid Oklahoma Driver License with good
driving record
- Minimum of four years of increasingly
responsible facility maintenance and repair experience including HVAC, plumbing,
electrical and carpentry
- Experience diagnosing and
troubleshooting mechanical and electrical systems
- Knowledge of equipment, tools and
materials used in facility maintenance
- Knowledge of construction and project
management principles
- Ability to read and understand
construction drawings, plans and specifications
- Ability to organize, implement and
direct facility maintenance operations
- Ability to supervise, train and
evaluate assigned staff
- Ability to solve complex problems,
which may have multiple possible solutions
- Ability to develop cost estimates for
supplies and equipment
- Ability to develop scope of work for
projects and services
- Ability to operate office equipment
including computers, tablets, and supporting word processing, spreadsheet,
and database applications
- Experience with the use of
computer-based systems such as maintenance log, inventory and work order
systems
- Communicate clearly and concisely, both
orally and in writing
- Establish and maintain effective
working relationships with those contacted in the course of work
- Ability to assign tasks and ensure that
the work is being completed in a timely and quality manner
- Physical stamina to handle a full shift
of being active and working on buildings
Working
Environment and Physical Requirements:
Work will be
performed in a variety of environments including indoors and outdoors, and in
all types of weather conditions, including extreme temperatures, hot and cold,
and wet and/or humid conditions. The work environment may include exposure to drafts,
noise, dust, grease, and traffic, as well as to sounds and noise levels that
are distracting and uncomfortable on a daily basis
Tasks
require physical labor and ability to lift/push/pull/ and/or move up to 50 pounds
on a regular basis, and occasionally more than 100 pounds with mechanical or
manual assistance, and typically involve some combination of walking, sitting,
or standing for extended periods of time, walking, balancing, climbing ladders,
bending, crawling, crouching, feeling, handling, hearing, kneeling, reaching,
repetitive motion, and mental and visual acuity. May often work in cramped work
spaces that require getting into awkward positions; use finger dexterity to
make precisely coordinated movements of the fingers of one or both hands to
grasp, manipulate, or assemble very small objects; are often exposed to
hazardous situations, conditions, and equipment; are exposed to contaminants
such as antifreeze and chemical degreasers on a daily basis; regularly wear
protective gear, such as goggles or earplugs.
