Reporting to the Director of Facilities Operations, the Facilities Manager is responsible for overseeing the implementation of policies, procedures and programs that will assure well-managed, well-maintained buildings and facilities, placing maximum emphasis on leading a staff in the positive response to the concerns and needs of user groups, environmental health and safety, and quality programs, in coordination and conjunction with Tarrant County College District’s (TCCD’s) goals and objectives.
Primary Duties and Responsibilities
Essential Performance Requirements*
- Maintains complete responsibility and oversight of day-to-day operations of campus facilities, ensuring that all services are effectively delivered and facility needs are met including custodial, life-safety, engineering and general maintenance; ensures that staff implement and provide these services in a manner consistent with TCCD’s policies and directives
- Oversees the cost-effective management of service contracts; responsible for all aspects of service delivery pursuant to these contracts
- Oversees periodic and ongoing performance and financial review, request delivery method, and assuring payments and invoicing match contract pricing
- Supervises all maintenance programs relating to the interior and exterior conditions and appearance and operation of the facilities
- Ensures ongoing contract review of programs to constantly assess user group needs and to assure problems are being solved promptly and to the mutual benefit of the goals and objectives of TCCD as well as budget criterion
- Prepares and delivers consolidated reporting and reviews of all budgets, financial reports (monthly and quarterly), contracts, Computerized Maintenance Management System (CMMS) reports, and expenditures and purchase orders related to the facility
- Oversees the development, preparation, and explanation of the annual facility budget, quarterly forecasts, and business plans, as determined or assigned
- Supports the development of capital budgets for the campus; this includes contributions towards a five-year plan of maintenance, facility improvement, and cost reduction initiatives
- Serve as a liaison between senior Real Estate and Campus leadership and leads staff in the coordination of services and activities, financials, vendors and manpower required for current and future needs of building maintenance and operations
- Represents Facilities as it relates to meeting and communicating with VIP’s such as governmental leaders and high profile community supporter of the District.
- Ensures that all vendors comply with insurance requirements and coordinate all claims as required
General Supervision and Management
- Provides leadership, direction, and instruction on job assignments for direct reports
- Responsible for personnel management, evaluation, and development of assigned administrative and professional-level direct reports
- Directs and monitors outside contractors as it relates to all stages of facility services
- Ensures that support staff consistently provide positive and prompt responses to requests from user groups and facilities leadership
- Oversees the effective and proactive employee interaction with all departmental staff
Service Excellence
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
- Supports the mission, values, goals, and principles of the College
Supervision
Works under the general supervision of Director of Facilities Operations
- Performs Other Related Tasks as Required

Required Minimum Qualifications
- Associate degree or sixty (60) college hours and five (5) years working experience related to the Essential Performance Requirements; or equivalent combination of education and working experience
- One (1) year’s experience supervising (e.g., managing and evaluating the performance of others)
- Valid Driver’s License with an acceptable driving record
Preferred Qualifications
- Current Certified Facility Manager (CFM), Facilities Management Administrator (FMA) certification, or other Facility Management certification
- Bachelor’s degree in a related field
- Experience working in Higher Education Facilities environment
Knowledge, Skills and Abilities
- Knowledge of technical skills in operating and maintaining facilities.
- Knowledge of applicable federal, state, and local laws and regulations
- Skilled in developing staff and improving systems and operations
- Skilled in overseeing multiple departments relating to the physical and structural components of a building or campus
- Skilled using computerized applications and enterprise systems, including word processing, spreadsheet, and presentation software
- Ability to coordinate solutions pertaining to maintenance, plant, grounds, custodial, and warehouse
- Ability to delegate responsibilities and communicate with staff, district, and campus personnel
