Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Civil Team Leader (Facilities) Harlingen, TexasAs part of Garver's growing Harlingen Water Infrastructure Design Center, the Civil Team Leader will be responsible for building, leading, and managing a group of civil engineering professionals in support of various water/wastewater projects. The Civil Team Leader will be engaged in site layouts, yard piping design, terrain modeling, stormwater calculations, coordination with other discipline activities, and performing quality reviews.What you'll do:Generally, the responsibilities of this role will entail taking projects from conceptual planning to bid ready documents, including conceptual/preliminary/final design, design calculations, inter-discipline coordination, preparation of specifications, coordination with regional offices and quality assurance and control.Day to day responsibilities will include, but are not limited to:
- Lead the development of site civil designs for water and wastewater treatment/pumping facilities
- Lead the design of complex treatment plant/pumping facilities yard piping systems and coordinate with other utilities
- Lead the design of site paving, access, and fencing for water and wastewater treatment/pumping facilities and other ancillary infrastructure
- Lead the design of grading and stormwater drainage plans including pre and post terrain modeling
- Lead the preparation of calculations for the design of stormwater detention and conveyance
- Lead the development of detailed plans and specifications
- Coordinate floodplain permits, including a determination of base flood elevations
- Oversee the development Civil 3D drawings
- Coordinate with surveyors and geotechnical subconsultants
- Support construction projects
- Support regional teams with water and wastewater related business development activities
- Develop scope, schedule, level of effort, and fees for projects
- Manage a team, coordinating schedules, monitoring budgets, and ensuring delivery of quality work products that adhere to Garver standardization
In addition, the Civil Team Leader will be responsible for:- Recruiting top talent for the structural team
- Developing scope, schedule, level of effort, and fees for projects
- Managing, mentoring and professional development for civil team members
- Driving the detailed design through coordination with other support disciplines
- Planning, managing, and executing civil staff workload
- Coordinating and maintaining project schedules
- Planning and monitoring budgets
- Complying with the quality program, including ensuring delivery of quality work products that adhere to Garver standardization
- Developing Civil standards and tools, procurement, and training in coordination with other WDC structural groups
- Travelling occasionally as necessary to facilitate design, construction, or assessment of facilities or to perform workshops
Some travel may be required for business development purposes, including proposal development, interviews, knowledge transfer sessions, and industry related conference attendance. Project specific travel may also be required for site assessments, project workshops, design review meetings, and support during construction. Due to the collaborative nature of coordination for large infrastructure projects, candidates must have the ability to seek out and resolve issues through close interaction with other project team members. In addition, the candidate shall be able to maintain a positive team attitude and interpersonal effectiveness to recruit, develop and maintain an efficient and productive structural team. The structural group leader will also be responsible for coordinating structural team workload across Water Design Centers.About Garver's Water Infrastructure Design Center:The Water Infrastructure Design Center is a knowledge-based hub that excels in highly technical, multi-discipline water and wastewater designs for locations all across Garver's footprint. The WIDC was created to bring together every unique discipline necessary to design custom solutions for water and wastewater infrastructure facilities, including civil, mechanical, electrical, instrumentation, controls, construction, applications, and operations. Having a focused team with in-person collaboration using the latest 3D and 4D BIM/Civil3D/MicroStation software leads to more efficient delivery, shorter design schedules, and lower change order percentages.Minimum Requirements:- Bachelor's degree in civil engineering from an ABET accredited program
- 10 years or more experience in civil site design with no less than two years of experience in project or team leadership
- Professional Engineer Licensure (PE)
- In-depth knowledge of the different piping materials including their flow characteristics and bedding requirements
- Proficiency in the design of grading and drainage plans
- Experience with Autodesk software, including AutoCAD and Civil 3D
- Experience working with a diverse disciplinary team, including process, structural, building mechanical, electrical, and instrumentation and control disciplines
Preferred Attributes:- Master's degree in civil or environmental engineering
- 15 years or more of civil engineering design experience with five years or more of experience in team leadership
- Certified Floodplain Manager (CFM)
- Experience using Bluebeam
- Good relationships with clients in Garver's footprint
- Experience with stormwater conveyance software, including HEC-RAS/HMS
- A record of active participation in local professional organizations
