Facilities Planner plans building or refurbishment projects focused on effectively utilizing spaces and resources to support the organization's physical facility and space needs. Conducts evaluations of current facilities to assess short-term and long-term space needs and produce feasibility studies. Being a Facilities Planner prepares and reviews designs, layout plans, specifications, and standards that comply with building regulations, industry best practices, and organizational requirements. Estimates costs for labor, materials, and services. Additionally, Facilities Planner generates, monitors, and updates project plans and timelines with task details, deliverables, and status updates. Coordinates construction and installation processes and expedites delivery of materials required by projects. May require a bachelor's degree or equivalent. Typically reports to a manager. The Facilities Planner occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     The Washington State Department of Corrections is seeking a proactive and highly qualified individual to join the Capital Planning team as a Facilities Planner 2! The goal of this position is to provide on-site construction administration, inspections, and quality assurance services for projects at the Monroe Correctional Complex (MCC).

     

    As a Facilities Planner 2, you will support public works projects with Capital Planning & Development, working on multiple concurrent projects in all different phases of construction. The candidate of choice will act as the agency’s public work project’s onsite representative at MCC and serve as the secondary construction administrator in support of the Department of Corrections mission. The candidate of choice must be able to operate hand and power tools, lifts, scaffolds, vehicles, equipment, computers and use telephone and facility radio system. 

     

    The Department of Corrections, in collaboration with its criminal justice partners, victims, citizens, and other stakeholders, will enhance community safety, reduce victimization, and hold incarcerated individuals accountable through administration of criminal sanctions and effective correctional programs, to which ensuring our facilities are maintained at the highest level contributes to this goal.

    As a Facilities Planner 2, some of your duties will include: 

    • Onsite Public Works project representative for Capital Planning and Development at the Monroe Correctional Complex including: 
      1. Assisting in all phases of public works projects that involve modification and expansion of facility structures at MCC
      2. Collaborating closely with the capital project manager to act as the on-site representative for construction and maintenance projects
      3. Providing facility planning and program development assistance in accordance with Capital Asset plan
      4. Efficiently coordinating project schedules, ensuring projects adherence to timelines and scope of work
      5. Attending and actively contributing to design team and construction site meetings
      6. Maintaining consistent communication with contractual arrangements, architectural and engineering aspects with construction progress to ensure construction is completed.
      7. Serving as a project liaison with the facility, maintaining open communication channels and distributing informational construction progress reports within the organization.
      8. Collaborating with the contractor and facility's sergeant to address facility access and security issues during construction activities
      9. Ensuring seamless coordination of construction work with the daily operations of the facility with particular focus on working in a prison setting
    • Reviews and organizes project documents and records
    • Performs other duties as required

    What we need (required qualifications):

    • Bachelor’s degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent in business or public administration, engineering, architecture, planning, or closely allied field

    AND

    • Three (3) years’ experience in governmental facilities planning/operations work or in related fields in private industry which would afford with large scale facilities development and utilization as found at the state level.

    OR

    • Associate’ degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent in business or public administration, engineering, architecture, planning, or closely allied field

    AND

    • Five (5) years’ experience in governmental facilities planning/operations work or in related fields in private industry which would afford with large scale facilities development and utilization as found at the state level.

    OR

    • High School Diploma or equivalent education

    AND

    • Seven (7) years’ experience in governmental facilities planning/operations work or in related fields in private industry which would afford with large scale facilities development and utilization as found at the state level

    In addition to the education/skill requirements, the following are required for this role:

    • Ability to read and work from Architectural and Engineering blueprints, shop drawings, and schematics
    • Ability to multi-task, prioritize and perform multiple tasks in the same timeframe
    • Ability to make quick decisions and take control of emergency situations in accordance with policy and directives
    • Must understand and follow all applicable laws, regulations, ACA Standards, and safety regulations
    • Ability to interact with others in individual or group settings in a respectable, professional manner
    • Ability to follow written and verbal instructions and must possess active listening skills

    Telework Details

    This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.  Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.  Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
