SUMMARY
An employee in this classification, under the supervision of the Superintendent or designee, directs and coordinates a variety of fiscal activities. This employee develops fiscal plans and supervises accounting, auditing, purchasing and payroll activities.

Supervises and orients individuals assigned to the department.

• Directs, coordinates and monitors a variety of fiscal control and management activities involving budget, long range financial planning, payroll, accounts payable and receivable, grants, records of persons served, Medicaid reimbursement, and purchasing.
• Coordinates payments of funds.
• Prepares and implements annual budget, variance reports, accounting and audit procedures, and other reporting mechanisms.
• Conducts financial and operational analysis.
• Monitors the maintenance, updates, and implementation of accounting policies and procedures manuals.
• Recommends financial software upgrades.
• Coordinates and prepares documents for annual audit with public accounting firm
• Prepares and coordinates Board annual cost report data and supporting documentation
• Coordinates all cost report audits.
• Prepares monthly Board reports.
• Coordinates development and monitoring of department and program budgets and fiscal controls.
• Coordinates and monitors all activities involving receipt and disposition of purchase requisitions, procurement of supplies and maintenance of purchasing records.
• Monitors activities to ensure compliance with all applicable rules, regulations, laws, policies/procedures, and collective bargaining agreements

QUALIFICATIONS, EDUCATION & EXPERIENCE REQUIREMENTS
• Bachelor’s degree from an accredited college or university in accounting, business administration, finance, public administration, or a related field of study. Master’s degree preferred.
• Five years of progressive accounting experience including three (3) years of supervisory experience.
• Microsoft Office Suite and financial database software experience required.
• Experience with a non-profit or governmental agency, and Medicaid preferred.
CERTIFICATION, REGISTRATION AND LICENSURE
• Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred.
• Certification as required by Ohio Department of Developmental Disabilities (DODD)
• Valid Driver’s license.
TRAINING
• Training as required by the Board and DODD.
OTHER
• Requires reliable transportation
