Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Finance Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Assistant Finance Director

  • Under general direction of the Finance Director, performs professional work of unusual difficulty in planning, administering and coordinating the work activities of the Finance Department; performs related work as assigned.(Essential function, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)
     
    • Acts in the absence of and on behalf of the Finance Director.
    • Assists with planning, organizing and directing fiscal and management control functions.
    • Provides technical assistance to departments engaged in budget preparation; develops initial recommendations for department funding levels based on revenue and expenditure projections.
    • Analyzes departmental budget proposals and monitors departmental revenues and expenditures for compliance with adopted budgets.
    • Identifies budgetary problems and recommends solutions; prepares internal budget reports and projections.
    • Researches department requests for budget review; prepares budget impact statements and develops recommendations.
    • Prepares the County’s Annual Financial Reports and assists with the annual audit.
    • Coordinates with and assists internal and/or independent auditors by providing information required for audits.
    • Compiles forecasts of overall revenue and expenditure projections.
    • Reviews, monitors expenditures, reports and other financial documents and authorizes payment of expenses/expenditure funds.
    • Prepares and presents financial reports including expenditures, commitments and revenue data.
    • Monitors and ensures continued timely maintenance of the County’s financial management system. 
    • Ensures that accurate internal ledgers and records are maintained and are reconciled periodically with reports generated by the financial accounting system.
    • Implements, interprets and enforces standards, policies and related rules and regulations.
    •    Knowledge of government fund accounting practices and methods and budgeting systems.
    •    Knowledge of financial systems, procedures, and controls.
    •    Knowledge of fiscal administration principles and practices.
    •    Knowledge of statutory and regulatory requirements for Arizona county fiscal operations.
    •    Knowledge of auditing and reporting systems.
    •    Knowledge of cost benefit analysis;
    •    Knowledge of accounting reports, warrants, and other financial forms.
    •    Skill in establishing and maintaining effective work relationships.
    •    Skill in auditing technical records and reports for compliance and evaluation purposes.
    •    Skill in operating personal computer and standard office software including databases and spreadsheet files.
    •    Skill in researching and preparing complex, technical financial reports.


    A Bachelor’s or Master’s Degree in Accounting, Business Administration, Financial Management or Certified Public Accountant; AND six (6) years experience in progressively responsible local government financial administration which includes at least two years of supervisory experience; AND proficiency in specialized financial software; AND valid driver license.
