Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. JOB SUMMARY
The Director of Finance and Budget plays a pivotal role in overseeing the development, implementation, and monitoring of the County budget. Working under general direction, the Director organizes and directs the budgetary process, ensuring adherence to fiscal goals and transparency standards.
The position involves providing complex administrative and financial support to key stakeholders such as the Chief Clerk/County Administrator, Board of Commissioners, and various County Departments.
The Director is responsible for planning, coordinating, and reviewing fiscal and administrative activities, as well as spearheading special projects to enhance financial management and efficiency.
Additionally, the Director develops and implements policies and procedures pertaining to the County budget and related areas.
The ideal candidate will possess considerable knowledge of the principles and practices of accounting including cost and fund accounting.
The candidate will be well versed in financial techniques used in the collection, review, and presentation of data, governmental budgetary processes, and applicable guidelines.
The ideal candidate will also have extremely strong analytical and public speaking skills, a proven record of excellent customer service, and a desire to innovate.
Bachelor’s degree in accounting, finance, business or public administration, economics, or statistics with eight years of professional experience in governmental budget preparation, monitoring, and/or reviewing including at least 5 years’ experience in a senior financial management position. Prior experience in local or state government preferred.
