Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. The Deputy Finance Director performs administrative and accounting work for the City in accordance with policies, ordinances, GASB accounting principles, and other statutory requirements. He or she prepares, examines, and analyzes a variety of financial statements and reports for completeness, accuracy, and compliance and must have strong skills in problem solving, documentation, research, and data analysis. In addition, he or she oversees the work of any subordinate employees. The Finance Director is also required to develop, present, and monitor the yearly budget as approved by the City Commission.
The ideal candidate has a degree in Finance, Accounting or Business Administration with a concentration in finance and accounting with at least ten years of governmental accounting experience and extensive knowledge of GASB principles. He or she should also have at least eight years of supervisory experience. A Masters degree and at least five years of experience at an executive level is preferred. He or she must be detail-oriented, analytical, able to present complex information to small and large groups, and demonstrate proficiency with accounting software and Microsoft Office applications (Word, Excel, and Outlook).
