Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Finance Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     This position is a executive position that performs difficult and complex tasks to ensure effective and efficient financial management of the County. Job Responsibilities
    Supervises employees in the Finance department
    Establishes appropriate controls, systems and review to ensure compliance with financial policies and procedures
    Maintains the register on the County's Bonded Indebtedness and Fiscal Agent accounts
    Performs needs assessments to develop long-term financial and capital plans for which available funding sources can be matched
    Maintains continuous review of accounting practices to assure conformance with generally accepted accounting practices and to assure compliance with federal and state regulations and those restrictions emanating from the offices of the Auditor of Public Accounts
    Analyzes the financial impact of the County's long-term comprehensive development plans
    Oversees formulation of operating and capital budget, including proposed and adopted budgets
    Monitors, evaluates and reconciles County revenue sources, including development and maintenance of revenue assumptions, legal constraints and related methodologies
    Provides financial administration guidance to all departments
    Attends meetings and conferences Knowledge, Skills and Abilities
    Finance Director - Extensive knowledge of the principles, methods and practices of accounting and administrative procedures; knowledge of generally accepted accounting principles (GAAP) with emphasis on statements published by the Governmental Accounting Standards Board (GAASB); knowledge of principles, ordinances and regulations governing financial operations
    Must have good professional and administrative judgement. Must be able to formulate policies or other projects in written format and to make oral presentations.
    Must be able to establish and maintain successful working relationships with department heads, County staff, government officials and the public.
    Requires computer literacy, preferably in operating systems - MS Office Excel, Word and PowerPoint
    Bachelor's degree in accounting, finance or related field required (master's degree in public administration or business administration preferred) with at least eight (8) years of progressively responsible related experience, including three (3) years in a supervisory or management position.
    Local government experience preferred; Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred - or - Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
