    Summary:

    The Financial Counselor is responsible for working with patients to ensure the hospital receives maximum payment for all services rendered, while assisting the patients with any and all payment options and avenues for financial assistance available to them.

    In addition, the Financial Counselor will be responsible for providing accurate estimates for upcoming services and itemized statements when requested. Discuss and attempt to collect or arrange for collection of all self-pay balances; identify candidates who may qualify for assistance through the hospital sponsored financial assistance (charity care) program; review aged self-pay accounts and perform general collection duties as assigned by the supervisor; act as a liaison between early-out vendor and collection agency vendors to process accounts to bad debt.

    The Financial Counselor works closely with Pre-Registration, Registration, and the Business Office to ensure the completion of all billing and collection processes; promotes early payment of patient owed balances. Must be willing and able to work in a rapidly changing environment. Requires calm rational thinking to meet the customer demands and facility's deadlines. Exposure to numerous personality types requires sensitivity and conflict resolution skills. Team environment requires total participation by all team members at all times. Demonstrates flexibility, dedication to team involvement, and have solid communication skills.

    Responsibilities:

    Essential Job Duties and Responsibilities:

    • Responsible for meeting with patients, via phone or in person, to discuss and address all concerns related to financial counseling, charges, remaining patient balances, and/or concerns regarding their visit.
    • Acts as a liaison between the patient and other departments of the hospital. Refers concerns regarding patient care to the Director of Service Excellence via the facility reporting system.
    • Refers all other concerns they are unable to resolve to the Supervisor of Registration.
    • Responsible for meeting with all self-pay patients admitted to FRHS. Meetings will take place in the patient’s room following their admission.
    • Responsible for contacting all pre-registered self-pay, OB, and high dollar deductible patients to discuss and define an acceptable payment plan prior to the patient’s admission.
    • Must demonstrate appropriate knowledge of Medicare, Medicaid, Commercial and third-party liability insurance coverage in order to properly assist patients and other billing staff in identifying all other sources of payment prior to assistance being granted.
    • Refers self-pay patients to our in-house government eligibility representative in order to discuss Medicaid and other federal, state, and/or local government sources prior to determining eligibility for hospital sponsored financial assistance (charity care) program.
    • Create estimates for services and determine/calculate patient portion balances. Discusses and finalizes the method in which the balance will be resolved within guidelines of current organizational policies.
    • Reviews the details of the bank loan program and assists them with the required paperwork. Gathers all required information, obtains all required signatures, and processes the bank loan application in accordance with banking policies and requirements.
    • Immediately creates a Financial Assistance Tracker within the EHR when a new application is received. Reviews, requests additional information/documentation, monitors, and processes the application for each patient assigned to them within the timelines set forth in the hospital’s policy.
    • Uses patient information and hospital guidelines to calculate the amount of charity care the patient is eligible for. Forwards financial applications to the Registration Supervisor for review. Notifies patient of charity approval and/or denial by letter within the allotted time set forth in the hospital’s policy.
    • Works directly with Registration, Central Scheduling, Business Office, and other personnel on additional duties that may be required in order ensure the timely, appropriate collection of all balances due to FRHS.
    • Maintains a high level of patient confidentiality at all times. Both within the facility as well as outside the facility.

    Hours will be dependent on patient census and workload. Ability and willingness to work a flexible schedule, to include after-hours and weekends as necessary.

    The requirements listed below must be representative of the knowledge, skills, minimum education, training, licensure, experience, and/or ability required.

    EDUCATION:

    • GED or High School Diploma preferred.
    • Associate Degree preferred.

    Previous Experience Requirements:

    EXPERIENCE:

    • 2-3 years of previous healthcare experience preferred.
    • 2-3 years of previous customer service-related experience required.

    Skills/Knowledge Requirements:

    SKILLS:

    • Language Skills – Ability to read, write, speak, and understand the English language required.
    • Language Skills – Ability to read, write, speak, and understand the Spanish language preferred.

    KNOWLEDGE:

    • Strong understanding of Microsoft Word, Excel, and PowerPoint required.
    • Understanding of the revenue cycle including insurance payers, billing, and collections required.
