    The Division of Student Affairs and Success (DSAS) is a division united in service of students. The division's North Star values include student-centered decision-making, innovation, and equity and inclusion. DSAS consists of nearly 800 team members spanning 35 departments and 4 major units, each led by an associate vice chancellor. The division provides campus-wide coordination and leadership for student success programs, activities, and initiatives. The division also does its work through a range of resource centers dedicated to providing direct student support. The division's work is grounded in educational equity, institutional responsibility, and an unfettered commitment to supporting the whole student. The division aspires to ensure every student feels welcomed, supported, and a sense of belonging during their time on campus. The division's efforts are informed by robust and dynamic relationships with campus leadership, faculty, students, and staff from across the campus, reflecting the broad campus commitment to ensuring student success.     Business and Financial Management (BFM) provides general oversight of the Division of Student Affairs and Success (DSAS) budget, capital management and deployment, division debt, and capital obligations. Specific responsibilities include budgeting and fiscal management, human resource management, management analysis, long-range planning and business-operations management. BFM delivers timely and accurate business plans, financial reports and other financial, business services, and human resource documents and reports as requested. BFM also provides oversight for development, review, and implementation of financial and human resource policies and procedures.

    JOB SUMMARY

    Under the general supervision of the Assistant Vice Chancellor for Budget and Financial Management, the Senior Financial Analyst will provide support work related to a variety of fiscal operations within DSAS, including financial analysis for the DSAS budgets, financial projections, monitoring expenditures, reviewing various financial transactions, establishing and administering financial policies and procedures, and reporting financial performance.

    APPOINTMENT INFORMATION

    Budgeted Salary: $89,350 - $95,000/Annually. Salary commensurate with skills, qualifications and experience.
    Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

    JOB DUTIES

    50% - Financial Planning/Analysis and Budget Development/Analysis

    • Coordinates and develops financial budgets and reports; integrates elements of salary and benefits costs, revenues, and inflation costs.
    • Applies professional concepts to perform moderate to complex financial analyses for DSAS units, including budget and transaction queries for management decision making.
    • Provides complex analysis for the development of the annual budgets.
    • Evaluates data in financial and budgetary projections, comparing projections to past spending patterns and current projections.
    • Independently develops and prepares regular and ad hoc financial reports for DSAS departments. This process includes running reports, verifying, researching and problem solving using campus financial systems, as appropriate.
    • Coordinates and develops official monthly, quarterly, annual and ad-hoc reports for DSAS.
    • Monitors and reports on the rate of expenditures of funds, notifies management of trends toward over or under obligation of funds. Analyzes data, develops solutions and presents findings.
    • Provides recommendations and financial reports to senior managers and supervisors to support sound financial decision making.
    • Interacts with staff and managers in DSAS, UCSC Financial Affairs, UCSC Budget Analysis and Planning, and a variety of UCSC recharge and service units.

    20% - Financial Transactions and Reporting

    • Reviews and approves Purchase Orders and expense payments, including travel, reimbursements and direct payments to vendors. Reviews for accuracy, appropriately assigning and reconciling accounts and appropriate approvals. Monitors payments, assuring timely receipt and accuracy. Researches and resolves any problems/issues.
    • Reviews entertainment requests and forwards for appropriate approvals. Serves as Event Order Approver (EOA).
    • Reviews specific budget categories under budgetary review within BFM.
    • Reviews and reconciles all administrative and agency account ledgers.
    • Prepares, processes and authorizes budget and expense transfers as needed.
    • Produces monthly reports on account activities. Reconciles and provides monthly budget reports to management.
    • Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.
    • Manages and completes fiscal closing for unit ensuring that accounts are balanced and cleared.
    • Responds to financial transaction inquiries from units. Performs moderate to complex investigations within financial, budget and payroll systems in order to explain, clarify and/or correct financial transaction items in question. Works with appropriate campus offices to reconcile errors.
    • Prepares budget presentations for a variety of audiences.
    • Supports various closing processes and activities.
    • Provides financial information in a precise, timely and user-friendly manner.

    20% - Policy, Procedure and Process Interpretation/Development and Training

    • Advises DSAS staff and management regarding complex or detailed accounting, purchasing, travel, and entertainment policies and procedures, answers questions, resolves problems and performs research as needed.
    • Provides policy analysis, advice, and consultation on all matters relating to budget and financial planning. Identifies best practices and proposes improvements, standards and changes in all areas of business and finance to ensure that good financial practices are maintained.
    • Provides guidance in reading and interpreting financial reports, such as InfoView, to managers, along with reconciliation practices, and identification of errors in data entry and fund usage.
    • Advises individual managers on application of policy or procedure to individual unit-specific situations.
    • Attends training sessions as needed to remain knowledgeable of current policies, procedures and use of UC Systems.
    • Develops and implements trainings for other staff regarding policies and procedures.
    • Completes policy and procedure documentation for financial and unit activities
    • Engages in teamwork and coordinates with staff in financial and payroll operations and with other DSAS staff.
    • Reports on analysis and makes recommendations to the AVC.

    10% - Administrative, Event Support, Special Projects and other duties as assigned

    • Maintains all files and records according to university policy and audit guidelines. Implements financial, purchasing and fiscal control procedures.
    • Ensures compliance with all financial controls and adherence to university policy and internal audit guidelines.
    • As requested, participates in divisional and/or campus committees, workgroups, and planning groups. Provides miscellaneous administrative support to the BFM team.
    • Conducts ad hoc research and analysis and completes special projects as assigned.

    REQUIRED QUALIFICATIONS

    • Previous work experience and thorough knowledge of financial accounting principles, policies, practices, and systems.
    • Proven ability to apply knowledge, analyze and interpret complex policies and regulations.
    • Proven ability to independently gather reasonably retrievable information to organize, and perform basic financial analysis assignments.
    • Proven numerical, analytical and problem-solving skills with strong attention to detail.
    • Proven experience in budget management and financial analysis.
    • Experienced computer skills including Microsoft Word, Excel, PowerPoint, Adobe, email, on-line calendaring and web-based applications and systems.
    • Proven ability using spreadsheet and database software for moderate financial analysis, fiscal management, budget projections and financial reports.
    • Proven ability to independently research information and effectively produce clear, concise correspondence and reports.
    • Proven interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills;
    • Proven ability to perform accurately and efficiently in a fast paced and high pressure environment.
    • Proven ability to exercise good judgment and discretion, especially with regards to sensitive or confidential personnel, financial or organizational matters.
    • Proven ability to function as a member of a team; skills to coordinate, cooperate and plan with committees, other units and colleagues.

    PREFERRED QUALIFICATIONS

    • Knowledge and understanding of internal control practices and their impact on protecting University resources.
    • Knowledge of UCSC Financial Information System, Infoview and CruzBuy.

    SPECIAL CONDITIONS OF EMPLOYMENT

    • Some travel between the main campus and other off campus workplaces may be required.
