    Mason PUD 3 is seeking a new team member to join as our Financial Accounting Manager. This position plays a pivotal role in our organization, overseeing professional accounting practices and ensuring the accuracy and timeliness of financial and investment information. This position serves on the PUD’s management team and plays a key leadership role  in supporting the District’s mission, goals and objectives through maintaining compliance with accounting standards.  What you would do: 
    • Perform professional accounting work involving compilation, consolidation, and analysis of financial data to contribute to effective managerial decisions.
    • Prepare the District’s ACFR for internal and external purposes, including annual and monthly financial statements and reports in accordance with GAAP, FERC, and GASB Statements.
    • Ensure accuracy of the District’s accounting systems, recommending solutions to accounting problems, and proposing changes to the overall accounting system.
    • Financial Oversite and Compliance:
      1. Responsible for maintaining accurate financial information for use by rating agencies. 
      2. Organize and manage revenue bond issuances and other financing events, such as refunding or defeasance, as appropriate. 
      3. Ensure strict compliance with all federal debt-related regulations, including arbitrage accounting and rebates. 
      4. Provide recommendations on revenue bond issuances and financial strategies.
      5. Collaborate with underwriter/financial advisor in development of official financial statement.
    • Work with consultants in preparing rate-setting evaluations and recommendations when necessary.
    • Act as a technical advisor to management in financial and accounting matters.
    • Assist the District’s internal auditor in audits by the Washington State Auditor’s Office.
    • Prepare and monitor the annual operating budget. 
    • Create, update, maintain, and implement accounting policies and procedures.
    • Coordinate activities with various financial institutions, monitoring daily activity and preparing monthly reports on fund balances and earnings.
    • Assist in depositing regular funds and investing PUD idle funds in approved institutions.
    • Compile periodic reports/surveys as required by state, federal, and utility-related organizations.
    • Ensure compliance with all federal, state, and city tax and other reporting requirements.
    • Assist in the planning, coordination, and preparation of the annual budget and monthly status of the budget report.
    • Coordinate activities/projects to ensure goals and objectives are accomplished within a prescribed time frame, meeting quality standards. 
    Education & Experience Required: 
    • Bachelor’s degree in Accounting or related field.
    • Current CPA license preferred.
    • Minimum of 7-10 years of recent accounting experience, including financial statement preparation, transactional accounting, and accounts payable.
    • Utility accounting experience preferred.
    • Leadership and supervisory experience.
