Financial Associate (Public) gathers and interprets financial data and coordinates the process for the origination of debt securities used to finance public projects for housing, utilities or other municipal initiatives. Develops estimates of services and completes a comprehensive analysis of project, including bond ratings and insurance. Being a Financial Associate (Public) collaborates with public officials in analyzing the necessary bond and cash flow reports that are associated with the projects. Starts the offering process and may make recommendations to interested investors. Additionally, Financial Associate (Public) coordinates preparation of all offering documents. Manages the bond issuance process and assists with the offering. Depending on the size and level of project, responsibility may vary. May manage the entire project or only a portion of the deal. Requires a bachelor's degree of Finance. Typically reports to a manager or head of a unit/department. The Financial Associate (Public) works on projects/matters of limited complexity in a support role. Work is closely managed.     Department: Community and Student Affairs (CSA)

    Bargaining Unit: Grand Rapids Association Education Office Personnel (GRAEOP)

    Hourly Rate: $20.66/hour

    JOB SUMMARY

    The Special Programs Financial Services Accountant is a member of the Community & Student Affairs team and works with other team members to provide budgeting, financial accounting services and reporting for the district. The position provides quality services in an efficient, timely and professional manner as well as excellent customer service to a variety of internal and external customers. This position reports to the Director of State and Federal Programs.

    ESSENTIAL JOB FUNCTIONS

    Initiate and coordinate the completion of financial information and Compile and analyze monthly financial reports for internal and nonpublic stakeholders.
    Coordinate and review monthly budgeting information and Initiate, analyze and prepare reports for current year variances. Draw conclusions and make budget recommendations based on findings.
    Prepare and maintain budget and adjustment, and other financial reports for state and federal programs.
    Assist in grant compliance and development of
    Assist in the collection, maintenance and management of student and program data for state and federal programs.
    Assist in monitoring extended day and summer programming, payroll, Request for Personnel (RFPs), financial bookkeeping, monitor program plan and materials, compliance for state and federal programming and staff.
    Assist in completing program goals & objectives relating to multi-funded federal and state programs.
    Assist in time and task management, organizing staff development, parent involvement activities, meeting, special institutes, and conferences for assigned
    Assist with monitoring attendance issues and reporting documentation in Synergy.
    Monitor attendance/truancy hotline, assess situation and redirect to appropriate team member.
    Building monitoring of participating private schools to verify:
    Proper use of funds
    Timing/Type of service (extended day, one on one tutoring)
    Inventory of technology/supplies
    Identify eligible students receiving service
    Title IA/IV classroom observation (program design)
    Title IA Parent meeting has occurred and review sign-in sheet and agenda etc.
    Assist in the administration and operation of state and federal
    Work closely with Title I Director to maintain a district lead equitable service-based program to identified students residing within GRPS district but in attendance within a private participating school.
    Prepare consultant contract agreements and budget plans for internal and external stakeholders.
    Compile and analyze budget projections, revisions, and adjustments in accordance with changes in the consolidated application pertaining to remaining within compliance and established
    Provide information and training for building principals and private school officials.
    Coordinate budget guidance for building principals, private school administrators and program director, this will include preparation of budgets, expenditures, fund transfers and resolution of budget
    Compile and analyze budget entries and adjustments through financial statement work Develop midyear and year end account reviews.
    Monitor general ledger, tracking of purchase requisitions and other issues in accordance with budget allocations and established policies and
    Monitor attendance and transportation hotline and email folder to address parent/staffing concerns.
    Interact with co-workers, administration, students, parents, and the community in a positive, supportive, and cooperative
    Other duties as assigned and as allowed by grant funding as it relates to Title I and Community and Student Affairs.

    QUALIFICATIONS

    Education and Experience:
    High School diploma or equivalent.
    Familiarity with fund accounting and generally accepted accounting

    Preferred Qualification:
    Associate degree in accounting or business Administration or related area with experience in financial analysis and financial reporting

    Knowledge, Skills, and Abilities:
    Demonstrated ability to assist the Title I/PS, Section 31A and other grant funded staff with budget forecasting and
    Proven leadership ability and excellent communication skills.
    Demonstrated ability to write budget reports, business correspondence and
    Ability to perform budget forecasting and planning.
    Demonstrate ability to define problems, collect data establish and analyze facts and draw valid conclusions.
    Demonstrates an ability and desire to work with staff from diverse backgrounds and
    Demonstrated experience working with computers, Working knowledge of Windows based programs (Microsoft word & excel spreadsheets), required. Working knowledge of the district e-mail, payroll and financial systems preferred or the willingness and the ability to learn.
