Financial Associate (Public) gathers and interprets financial data and coordinates the process for the origination of debt securities used to finance public projects for housing, utilities or other municipal initiatives. Develops estimates of services and completes a comprehensive analysis of project, including bond ratings and insurance. Being a Financial Associate (Public) collaborates with public officials in analyzing the necessary bond and cash flow reports that are associated with the projects. Starts the offering process and may make recommendations to interested investors. Additionally, Financial Associate (Public) coordinates preparation of all offering documents. Manages the bond issuance process and assists with the offering. Depending on the size and level of project, responsibility may vary. May manage the entire project or only a portion of the deal. Requires a bachelor's degree of Finance. Typically reports to a manager or head of a unit/department. Job Function:
Administration, supervision, and maintenance of municipal streets, water, wastewater, park maintenance and other city-owned facilities/grounds.
Essential Functions:
Maintain the operations of the streets, water, wastewater, and parks. Monitor public improvements in accordance with City ordinances and State Law. Work with Public Works Director to coordinate street and sidewalk repair and replacement. Responsible for maintenance of all streets, alleys, bridges, and sidewalks. Ensure proper and safe passage on all streets, alleys, bridges, and sidewalks including snow and ice removal. When so directed, assist with creation of surveys, plats, drawings and estimates, along with suitable specifications, for all public works. Assist with the operation of the drinking water, sanitary and storm sewer system including repairs, maintenance and compliance with City ordinances and state reporting. Communicate with Public Works Director regarding capital equipment needs. Maintain inventory for each city department. Utilize engineering consultants as approved. Assist in reviewing all subdivision plats submitted to the Planning and Zoning Commission. Work with Public Works Director to enforce all zoning, subdivision, and building ordinances and codes of the City. Assist in maintenance of accurate City maps and records as appropriate. Public relations. Ensure maintenance of all City owed facilities and grounds. Attend seminars and workshops as directed by Public Works Director or City Administrator, or Mayor. Assist in the maintenance and installation of traffic signs and markings. Maintain equipment on routine schedule or as directed by Public Works Director. Repair equipment as needed or as directed by the Public Works Director. Obtain water and wastewater operation certification with continuous advancement toward the required DNR certifications. Pick up garbage and recycling. Empty dumpsters as requested and/or as part of weekly route. Make necessary repairs to city-owned dumpsters, including replacement as needed. Trim trees in public right of way and dispose of trimmings in a timely manner. Mow lawn of city properties. Read water and sewer meters, including city facilities and residential. Other duties as assigned by the Public Works Director, City Administrator, or Mayor.
Chain of Command: Under the general direction of the Public Works Director, then City Administrator, then Mayor and/or Council Members. Council Member only has authority to bring problem to attention of the entire Council at next meeting absent emergency circumstances.
Equipment Used: Basic knowledge on operation and maintenance on backhoe, tractor loader, trucks, street sweeper, mowing equipment, road grader, various hand and power tools, shoring and other equipment needed to perform duties. Most power equipment requires specific operational and maintenance training; perform minor maintenance activities on most power equipment as needed. Job will require reading, writing, and computer skills. Reviewing and interpretation of city blueprints, maps and regulations which include state, federal or OSHA laws and regulations.
Qualifications: Education--High School Graduate or equivalent required. Must have a valid Commercial Driver's License (CDL). Must participate in and be able to pass a drug and alcohol screening program as part of the CDL requirement. Some knowledge and/or training in heavy equipment operation and maintenance preferred.
Special Abilities: Must have good organizational skills, must have good communication skills to interact with other employees, Mayor, Council members and citizens; must have or obtain Water Distributions System License Grade II, Water Certification Grades II and Wastewater Certification Grade I as required by City Council and/or regulations.
Physical Requirements: Must be able to lift objects weighing in excess of 90 pounds on an occasional basis and carry, push or pull them up to 10 feet unassisted, able to work in a confined work areas and occasionally from heights; must be able to stand, sit, listen, watch crouch, stoop, kneel, bend, climb and balance for extended periods of time in all weather conditions. Must be able to work around moving mechanical parts, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperature, inadequate lighting, work space restrictions and intense noise.
Mental Requirements: Must have the ability to prioritize, plan and schedule a variety of maintenance related activities in accordance with established deadlines; must be capable of performing under moderately to highly stressful conditions created by the need to provide accurate solutions to problems and meet citizen's expectations under time deadlines.
Weather Conditions: This position will involve working in different kinds of weather related patterns which does include wind storms, rain, freezing rain, snow, hail, heat, sub zero temperatures or any other weather related types of weather.
