Financial Associate (Public) gathers and interprets financial data and coordinates the process for the origination of debt securities used to finance public projects for housing, utilities or other municipal initiatives. Develops estimates of services and completes a comprehensive analysis of project, including bond ratings and insurance. Being a Financial Associate (Public) collaborates with public officials in analyzing the necessary bond and cash flow reports that are associated with the projects. Starts the offering process and may make recommendations to interested investors. Additionally, Financial Associate (Public) coordinates preparation of all offering documents. Manages the bond issuance process and assists with the offering. Depending on the size and level of project, responsibility may vary. May manage the entire project or only a portion of the deal. Requires a bachelor's degree of Finance. Typically reports to a manager or head of a unit/department. The Financial Associate (Public) works on projects/matters of limited complexity in a support role. Work is closely managed. Public Works Office Financial Assistant

    NATURE OF WORK 
    Under close supervision, performs administrative, office and/or clerical work of moderate difficulty in bookkeeping, data entry, cash handling to include counting and securing cash according to office policy, and quality control. Processing, verifying, reconciling, preparing, and analyzing fiscal documentation, financial statements and reports for the department. This position has department specific responsibility.
    (Illustrative Only)  Performs a variety of general office support duties (i.e., makes copies, prints, collates, processes mail including receiving, sorting, time stamping, logging, and distributing incoming and outgoing correspondence and packages); receives and responds to correspondence and operates a variety of office machines; responsible for greeting the general public at the front desk, answers inquiries, and provides information; maintains the appearance of the lobby area; operates scanning equipment and prepares documents, materials, and records for scanning into the Electronic Document Management System (EDMS) per established standards; assists with developing and maintaining Department records and files; assists with developing and maintaining computerized spreadsheets and databases used for records management of Department records and files; assists staff with petty cash disbursements; assists with basic accounting functions; code invoices, process invoices for payment, prepare financial statements and reports; processes fees, collects payments, reviews and verifies cash receipts, and submits payments to the Treasurer's Office; responsible for use of and processing of P-card; provides accounting assistance to Department staff; prepares and submits various Departmental reports; assists with special projects; verifies, corrects, and enters financial and statistical data into various spreadsheets and databases by established deadlines; formats, composes and types documents and reports from written draft and transcription; may take abbreviated notes of meetings; prepares and processes confidential and sensitive documents; performs purchasing tasks related to the Department and maintains office supplies inventory; regular and reliable attendance is required; performs other duties as assigned.
    High School Diploma or GED equivalent; AND two (2) years of work experience in accounting, data entry and office procedures; OR an equivalent combination of education and experience. Required successful completion of a background check. Must possess and maintain a valid Arizona driver’s license.

    Hourly rate for this position has been revised effective 3/4/24. 
    Knowledge of: County policies and procedures; bookkeeping principles, practices and methods; automated accounting systems; data entry and verification procedures; proper coding of documents; modern office practices and procedures; MS Office applications; business English, spelling, and arithmetic; office computer hardware and software applications.
     
    Skill in: Operating general office equipment and automated accounting systems such as preparing computerized spreadsheets; providing effective customer-oriented service; making accurate arithmetic computations; handling cash; office practices and procedures with the ability to review or check the work of others to ensure conformance to department standards; Microsoft Office programs and operation of office equipment.
     
    Ability to: Follow written and verbal instructions; communicate effectively verbally and in writing; comprehend and make inferences from written material; maintain effective working relationships with employees and the public and provide helpful assistance to all clients, internal and external; perform the essential functions of the job specifications with or without a reasonable accommodation.

     Working Environment:
    The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and may have risk of exposure to communicable diseases.
