Crime Analysis Center Director

  • Minimum Qualifications: A Bachelor’s degree and fifteen years of experience in a state or local police organization in the geographic area where the crime analysis center is located. At least four years of this experience must have been at the senior management level and two years of experience in the field of crime analysis are required.

    The preferred candidate will hold a master’s degree and have excellent working relationships with senior officials from the law enforcement agencies in the region where the crime analysis center is located. The incumbent should also have a strong working knowledge of evidence-based and data driven policing strategies, including signature DCJS programs such as GIVE and SNUG.



    Duties Description
    Reporting to the Deputy Commissioner of the Office of Crime Analysis and Strategic Partnerships, the Director of the Erie Crime Analysis Center (Director) will be responsible for the direction and oversight of all Center operations, including real time crime support and overall management of day-to-day activities of the multi-agency staff. The incumbent will also provide oversight and management of all physical aspects of the space associated with the Center. Crime Analysis Centers serve as a main hub of technology by providing a comprehensive information-sharing network and other technologically advanced resources in support of crime fighting at the local level. The DCJS-supported Crime Analysis Centers are multi-jurisdictional units that provide in-depth data analysis to gain a comprehensive picture of the criminal environment within the centers’ geographic areas of responsibility, enhance real-time crime-fighting capacity, support informed decision-making, and promote crime prevention and safe communities. The Director will be responsible for the following duties:
    • Maximizes all information and intelligence-sharing opportunities by enlisting the participation of various law enforcement and criminal justice agencies.
    • Manages the participation of designated agency representatives within the respective Crime Analysis Center.
    • In consultation with the Crime Analysis Center Board of Directors, determines short and long-term priorities.
    • Oversees the day-to-day tasking of assigned personnel consistent with identified priorities, ensuring a division of labor among assigned personnel.
    • Maintains regular communication and consultation with members of the Crime Analysis Center Board of Directors and other executives from all participating local, State and federal partners.
    • Solicits and encourages additional participation with the Crime Analysis Center through outreach to new agencies.
    • Assists with the development of Memorandums of Understanding to confirm agreements and establish parameters.
    • Coordinates with the DCJS Crime Analysis Center Coordinator Training to identify existing training needs related to crime analysis and personnel development.
    • Coordinates with the DCJS Crime Analysis Center Coordinator Technology and Crime Analysis Center Program Manager to determine and evaluate software tools that would enhance the analysis function.
    • Convenes quarterly meetings of the Crime Analysis Center Board of Directors to discuss current operations, policy, personnel, and other matters as necessary. Provides the Board with information and guidance where appropriate and implement all policies as determined by the Board.
    • Audits the activity of all assigned staff to ensure compliance with identified use and dissemination standards for law enforcement data and systems.
    • Ensures Crime Analysis Center operations comply with all standards, regulations, laws, and professional practices.
    • Coordinates with the Crime Analysis Center Program Manager to identify and procure the appropriate technology, equipment, supplies and other inventory in conformance with the established budget.
    • Maintains liaison with third-party research or academic institutions that employ analysts in the respective Crime Analysis Center. Oversees the hiring process to ensure highly qualified candidates are hired.
    • Maintains liaison with local partners regarding DCJS programs and services (e.g. GIVE, SNUG).
    • Occasional travel required.
