The Director of City Planning leads both the planning and zoning functions in the City. The Director of City Planning is appointed by the City Manager to serve as the Zoning Administrator. As the Zoning Administrator, the Director of City Planning is responsible for the administration and enforcement of zoning and other bylaws adopted under the Vermont Municipal and Regional Planning and Development Act (24 V.S.A. Chapter 117) including the Unified Land Use and Development Regulations.
As the lead staff responsible for updating and maintaining the City’s Master Plan, the Director of City Planning establishes general policies in alignment with the City’s Strategic Vision and other planning efforts. The Director of City Planning provides staff support to the City’s Planning Commission, Development Review Board, and Local Resources Advisory Board, as well as other Boards and Commissions to develop, promote, and implement the City’s Master Plan; including regular updates to zoning and other municipal policies in support of the Master Plan goals. This position is a member of the City’s Leadership Team and serves as a liaison between operational staff and leadership.
