Financial Planning and Analysis Director leads the budgeting, forecasting, long-term planning, implementation, and business strategic analysis of the financial team. Being a Financial Planning and Analysis Director reviews analysis results, develops insightful suggestions for investment, sourcing, cost reduction and leads strategic business decisions. Requires a bachelor's degree. Additionally, Financial Planning and Analysis Director typically reports to top management or CFO. The Financial Planning and Analysis Director manages a departmental sub-function within a broader departmental function.   • We are seeking a highly experienced and motivated Director of Finance to join our team. As the Executive Director of Financial Services you will be responsible for overseeing all financial operations and providing strategic financial guidance to the organization. This is a senior leadership role that requires strong operational and strategic skills.

    JOB PURPOSE/REASON:

    Responsible for the development, management and oversight of the District's funding streams to include General Operating, Special Revenue, Education Improvement Act, Food Service, Pupil Activity, Debt Service and Capital Projects and to align these funding streams with the District's strategic goals and initiatives. Accountable to CFO for oversight of departmental operations in Accounting, Budget, and Payroll departments.

    REQUIRED QUALIFICATIONS:

    EDUCATION: Bachelor’s Degree

    EXPERIENCE & TRAINING:

    8 years or more in Accounting or related field

    5 years or more Management Experience/Training

    OTHER SKILLS/REQUIREMENTS:

    Computer proficiency with MS Office Suite; 12 key touch proficiency; excellent customer relations skills; keen attention to detail; strong interpersonal skills; strong analytical skills; effective written and oral communication skills; ability to work independently.

    Must have a valid SC Driver’s License and dependable transportation for work conducted at school and Department sites.

    Bachelor’s Degree in Accounting, Business Administration or related field.

    PREFERRED QUALIFICATIONS:

    K-12 Financial Experience

    PRIMARY POSITION RESPONSIBILITIES:

    • Ensures compliance with laws, regulations, policies, codes, etc.
    • Develops, implements, and manages the District’s budget by planning, transferring, and administering activities related to the budget to include student enrollment projections, staffing allocations, non-staff allocations and program allocations as well as potential reductions to budgets in these categories
    • Collects data and analyzes information for report generation, i.e. key item reports, exception reports, cost/program analysis, etc.
    • Attends Board meetings and provides written and oral reports for the CFO, Superintendent and Board
    • Identifies, develops and implements goals and initiatives that are aligned to the District goals
    • Prepares periodic reports and correspondence for the Superintendent and CFO
    • Analyzes, monitors, and identifies cost control measures
    • Assists in the development of materials for Board committees and/or Board agenda to include financial reports indicating current and projected position of the District
    • Researches, analyzes, and monitors changes in State law and applies these to the financial impact on CCSD
    • Researches, analyzes, and monitors changes in local property values and applies these to the financial impact on CCSD
    • Oversees the activities of the annual external audit
    • Assists in the preparation of regulations and/or policies
    • Develops management objectives and action plans for the department
    • Directly oversee and manage the Payroll, Budget, and Accounting departments. Coordinates and oversees activities of Assistant Executive Director of Finance.
    • Directs all personnel actions for persons supervised, including but not limited to work assignment, leave requests, job description development, personnel policy application, prospective employee interviews, employee complaint investigation, performance standards establishment/definition, staff evaluation and conferencing, recommendation for employee hiring, assignment, promotion, retention, transfer, and dismissal
    • Develops and maintains good working relationships with the CCSD administrative staff members, state and national agencies, and/or community as appropriate
    • Keeps current on latest trends, developments, products, etc. in the assigned area(s) of responsibility (ies) and advises appropriate personnel accordingly
