Financial Planning and Analysis Director leads the budgeting, forecasting, long-term planning, implementation, and business strategic analysis of the financial team. Conducts financial analysis, modeling, forecasting and reporting efforts to ensure efficient financial operations. Being a Financial Planning and Analysis Director reviews analysis results, develops insightful suggestions for investment, sourcing, cost reduction and leads strategic business decisions. Requires a bachelor's degree. Additionally, Financial Planning and Analysis Director typically reports to top management or CFO. The Financial Planning and Analysis Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Director of Planning and Development Services

  • Under general direction of the Assistant City Manager, the Director of Planning and Development Services is responsible for the organization, direction and management of the Planning and Development Services Department, including the following working groups: Administration; Development Coordination; Long Range Planning; Transportation Planning; Bicycle, Pedestrian and Greenways Planning; Land development; Engineering; Infrastructure Construction and Inspections; Building Permitting, and Building Inspections. Responsible for preparing and implementing plans and programs necessary to address City Council issues, directives and special projects.
    1. Plan, organize, integrate, oversee and evaluate Planning and Development Services activities and programs; develop, implement and monitor strategic plans, goals and objectives focused on achieving the City’s mission and Council priorities.
    2. Provide leadership and direct all divisions of Planning and Development Services, (directly, and indirectly through subordinates), which includes prioritizing and assigning work; monitoring workloads, conducting performance evaluations; ensuring adherence to standards and procedures; developing staff; and making hiring, terminating and disciplinary decisions or recommendations.
    3. Direct all divisions of the Planning and Development Services, to include but not limited to hiring, evaluating, counseling, disciplining and terminating subordinate employees (in coordination with Human Resources). Monitoring workloads, objectives and the performance of subordinates.
    4. Prepare and implement plans, programs, permitting and inspection of construction, development and other projects.
    5. Plan, organize, direct and evaluate the performance of assigned staff; establish performance requirements and personal development targets; monitor performance and provide mentoring for performance improvement and development.
    6. Responsible for the investigation and disposition of disputes, complaints and disagreements regarding code and ordinance-related issues between departmental staff, other City departments, citizens, neighborhood groups, developers and development review applicants; respond to inquiries and participate in the development and implementation of resolutions.
    7. Oversee development projects, to include but not limited to, reviewing and approving engineering drawings for construction, ensuring compliance; and overseeing, directing and participating (as required) in site inspections of construction projects;  and coordinating and working with consultants, developers, City departments and citizens in the preparation of plans, development review, preparation of codes and ordinances and other development-related projects.
    8. Advise the City Council, City Manager, citizen groups and boards, individuals, contractors and others on matters related to planning and development services programs and activities; assemble necessary resources to solve a broad range of challenges in the delivery of planning and development services; assist in the preparation of new City ordinances and the revision of existing ordinances. 
    9. Prepare and monitor departmental budget ensuring cost effective, high impact use of monetary and non-monetary sources.
    10. Establish and maintain collaborative relationships within the organization, neighborhoods, development community, and other community partners.
    11. Serve as a member of the City’s Executive Management Team, collectively responsible for community and organizational strategic initiatives and annual City budget development.  
    12. Perform other related duties as assigned.
    Required:        
    Bachelor’s Degree in urban planning, architecture, civil engineering, construction management, public administration or related field, and seven (7) or more years of progressively responsible planning, engineering, building, or public administration experience, including five (5) years leadership experience; or an equivalent combination of education and experience. 
    Valid Texas Driver’s License. Knowledge of planning and development principles and practices. Knowledge of code administration, ordinance development and ordinance enforcement. Excellent interpersonal, oral and written communication, and public presentation skills. Available for emergency response.

    Preferred:       
    Master’s Degree in urban planning, architecture, civil engineering, construction management, public administration or related field. 
    Certification and/or licensure in planning, engineering, building, or public administration, such as American Institute of Certified Planners (AICP) designation, Professional Engineer (P.E.), Certified Building Official (CBO), or Certified Public Manager (CPM). Experience working in a municipality.
