SUMMARY: Maintains the financial accounting system for an assigned County Department; performs a wide range of accounting, budgeting, technical review, analytical studies, and general ledger functions; assists with audits and financial reporting in compliance with state and federal regulations, County policies and procedures, and government accounting standards.
PRIMARY DUTIES AND RESPONSIBILITIES: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
- Assists the Department Director by processing financial transactions and maintaining financial accounts; using knowledge of County policies and government accounting procedures, performs experienced accounting and technical support duties, reviews accounting information, processes transactions, reconciles discrepancies, and develops payroll and financial reports.
- Manages and audits department accounting systems and financial issues; monitors accounts, resolves problems, and develops complex accounting and transaction documents; reviews and compiles estimates, forecasts, revenue & expenditure reports, and other financial data in order to lead the development of annual and special budgets; assists County departments with financial reports, audits, and budget development and review procedures.
- Monitors and maintains internal accounting controls and proper enforcement of County fiscal policy over all functions in all County Departments.
- Monitors and analyzes fund activities and bank statements and resolves discrepancies; prepares timely monthly and special financial reports; prepares journal entries, and reconciles department accounts, capital assets, and grant funds; assures effective communication of financial and technical issues.
- Maintains and reconciles general ledger, and reviews and corrects journal entries; monitors and analyzes revenue receipts, purchasing, billing, and accounts receivable; monitors contracts and budgets.
- Assists County staff to resolve a variety of technical issues; resolves accounting issues with other County departments and outside government agencies.
- Completes and coordinates special projects, program assignments, and research functions, including assisting in the preparation of the annual Teton County Financial Statements, developing the Comprehensive Annual Financial Report, and serving as a liaison to external auditors and assisting in auditor findings.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of workrelated issues and County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS: Education and Experience:
- Bachelor’s Degree in Accounting, Business or Public Administration, or related field
- 3 years of government accounting, budgeting, and computer experience
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
- Specific technical skills training and certifications may be required for some incumbents.
Required Knowledge of:
- County policies and procedures.
- Federal and state laws, regulations, and procedures governing public sector accounting.
- Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
- Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management, including payroll, treasury, grant funds, and public debt management.
- Business and personal computers, and financial spreadsheet software applications.
- General ledger reconciliation standards.
- Customer service principles, protocols, and standards.
Required Skills in:
- Interpreting, explaining, and applying accounting standards and procedures, applicable Federal and state rules and regulations, and County policies and procedures.
- Analyzing financial issues, evaluating alternatives, and developing recommendations.
- Researching, analyzing, and interpreting financial data, documents, and reports.
- Reviewing interrelated financial and technical records and identifying and reconciling errors.
- Preparing, reviewing, and monitoring accounting documents for accuracy and completeness.
- Meeting deadlines and strict time frames for processing technical documents and reports.
- Establishing and maintaining effective working relationships with other staff.
- Communicating effectively verbally and in writing.
