  • This position assists the Finance Department in the overall operations of the Finance Department functions; this includes accounting, budgeting, recording, reporting of financial transactions, and account reconciliations. This position works under the general direction of the Assistant Finance Director. The ideal candidate would have a Bachelor’s Degree in Accounting or a related field. An ideal candidate would be able to perform detailed work accurately and independently, communicate detailed and sensitive information effectively and confidentially, and possess the organization and time management skills to prioritize duties with a high volume of work that constantly changes in priority.

    • Provide oversight to enterprise accountants or accounting functions being administratively performed by staff.
    • Review and audit various accounts, cash receipts, payroll, and other accounting records and transactions; analyze and audit transactions for proper account classification.
    • Reviews, prepares and enters journal entries for recording in the accounting system.
    • Reconciles financial ledgers and bank records; prepares financial statements and reports, general and subsidiary ledgers, and supporting schedules; researches and resolves discrepancies.
    • Reconciles taxes withheld and prepares monthly and quarterly government reporting.
    • Prepares payments for various employee insurances; processes garnishments and other withholdings from employee paychecks.
    • Coordinates and administers daily deposits and receipt accounting across the City.
    • Coordinates financial-related activities with other City departments and divisions and with other outside agencies; prepares worksheets and schedules; compiles data and records.
    • Audits applicable accounting systems and accounting procedures to ensure proper internal control and compliance with established policies.
    • Manages annual workers' compensation audit.
    • Provides support to departments concerning various account tracking, audits, etc.
    • Assists with preparing the City’s annual budget and comprehensive financial report.
    • Assists with year-end audit activities, including preparation of documents and close coordination with the auditors.
    • Audits applicable accounting systems and accounting procedures to ensure proper internal control and compliance with established policies.
    • Processes wire, ACH, and transfer of payments.  Researches and assists with deposit corrections when necessary.
    • Responds to public inquiries and complaints courteously; provides information within the area of assignment; resolves issues efficiently and timely or refers to appropriate staff.
    • Maintains accounting controls by following policies and procedures and complying with Federal, State, and local financial legal requirements.
    • Knowledge of accounting, budgeting, and auditing principles (including GASB rules and GAAP standards) and methods in their application to a government accounting system.
    • Knowledge of the City's administrative policies and procedures.
    • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
    • Ability to establish and maintain accurate records of assigned activities and operations.
    • Ability to interpret and implement local policies and procedures; written instructions; general correspondence; Federal, State, and local regulations. 
    • Skill in organizational and time management to prioritize duties to accomplish a high volume of work products while adapting to constant changes in priority.
    • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
    • Ability to think quickly, maintain self-control, and adapt to stressful situations.
    • Knowledge of computer software consistent for this position.
    • Ability to perform mathematical calculations required of this position.
    • Ability to understand and effectively carry out verbal and written instructions.
    • Ability to apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations.
    • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
    • Ability to handle sensitive interpersonal situations calmly and tactfully.
    • Ability to maintain effective working relationships with individuals within and outside the organization.
    • Ability to maintain confidentiality and discretion regarding business-related files, reports, and conversations within the provision of the Freedom of Information Act and other applicable State and Federal statutes and regulations.
    • Ability to work the allocated hours of the position and respond after hours as needed.
    • Other duties as assigned.

    Minimum Education and Experience:

    • Bachelor’s degree in Accounting or related field or equivalent and 5 years of accounting experience. 
    • Strong leadership and interpersonal skills
    • Extensive experience with internal controls; expert analytical and problem-resolution skills.

    Preferred Licenses and/or Certifications:

    • Professional certifications such as Certified Public Accountant (CPA)

    Knowledge:

    • Comprehensive knowledge of accounting principles, methods, and accounting practices (GAAP).
    • Considerable knowledge of complex cash and investment reconciliation processes.
    • Thorough knowledge of data processing applications and procedures.
    • Knowledge of federal, state, and local laws and policies related to fiscal operations.
    • Comprehensive knowledge of Microsoft software applications (Excel, Word).  

    Skills:

    • Quantitative and analytical skills.
    • Customer service and communication skills.

    Abilities:  

    • Ability to apply knowledge of accounting standards.
    • Ability to research, analyze, and reconcile financial data.
    • Ability to have extensive knowledge of accounting principles and complex automated systems, effectively use automated accounting systems and develop automated reconciliation processes.
    • Ability to communicate effectively, both orally and in writing.
    Ability to establish and maintain effective working relationships with other employees and City departments. 

    Work Environment:

    Work is primarily performed in an indoor, climate-controlled, pleasant environment) extreme noise and/or irate customers.

    Essential Physical Activities: Stooping, walking, lifting, grasping, hearing, seeing up close, reaching, talking, standing, finger movement, repetitive motions.
