    Position Summary
    This position reports to the Accounting & Financial Reporting Manager and performs a range of professional accounting and financial reporting duties in connection with the City's financial accounting and reporting functions. Work includes high level financial reviews, reconciliations, research, analysis, management of complex accounting records, application of government accounting standards and preparation of financial reports

    Duties and Responsibilities
    The individual in this position is expected to engage in the following work-related activities.

    • Performs daily accounting tasks and processes a variety of accounting transactions such as cash management and bank reconciliation, debt payments, investments, leases and research and correction of transaction errors. Complies with safety requirements of the position and actively promotes safe work practices.
    • Answers inquiries and resolves problems and issues from employees, other agencies and the public.
    • Analyzes account activities and monitors the integrity of general ledger and subsidiary ledger entries; performs related reconciliations; reclassifies expenditures and/or revenues to correct discrepancies.
    • Applies generally accepted accounting principals to ensure fund accounting records and financial reports are in compliance with Government Accounting Standards and other accounting rules and regulations.
    • Prepares monthly financial and accounting reports for management.
    • Prepares grant billings and reports and ensures financial compliance with grant terms and State and Federal requirements. Advises other City departments regarding grant reporting and compliance.
    • Prepares year-end audit work papers and performs internal procedures needed to ensure the integrity and quality of financial accounting records.
    • Prepares or assists in the preparation of the Annual Comprehensive Financial Report (ACFR); Coordinates schedules with departments and external auditors; explains financial policies, procedures, and/or other relevant information to departments and external auditors.
    • Prepares a variety of special billings, assessments, reimbursements, and/or internal allocations in assigned area of responsibility, which may include: property and local improvement district assessments; interfund monthly billings associated with projects; allocating costs to internal departments; infrastructure cost reimbursements; and/or, performing other related activities.
    • Complies with safety requirements of the position and actively promotes safe work practices.
    • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
    • Performs other duties of a similar nature or level.

    Ability Requirements
    The following capabilities are required to perform the essential functions of this position.
    • Work occasionally requires working outside normal hours whether it’s evenings or weekends.
    • Effectively communicate with others verbally and in writing, including by phone, e-mail, or in person.
    • Understand, remember, communicate and apply complex oral and/or written instructions and factual information.
    • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop or kneel for extended periods of time.
    • Exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
    • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.
    • Work is generally performed in an office setting with travel required to off-site locations.
    • Ability to occasionally travel locally and regionally.
    • Work is principally sedentary, but may involve some physical exertion and eyestrain from working with computers and other office equipment. Work involves the normal risks and discomforts associated with an office environment. Work duties may frequently require evening or weekend hours.
    Education, Experience, Certifications and/or Licenses
    The following are the qualifications for this position.
    Minimum Qualifications
    • Bachelor’s degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
    • 3 years’ experience in a similar position and/or performing similar tasks
    • Current and valid Driver's license per City policies outlined in the Employee Handbook.
    Preferred Qualifications
    • Bachelor's degree in Accounting, Business, Finance, or related field
    • Governmental accounting work experience

    Health Reimbursement Account (HRA)

    This is an employer-funded account designed to reimburse employees for IRS-qualified medical expenses. Reimbursements are tax-free, and any unused HRA Comp-A fund amounts at the end of the plan year are transferred to the employee’s VEBA account following first full year of employment (see below for VEBA account information). Coinsurance (Med-G) funding remaining at plan year end is forfeited and does not roll to the VEBA.

    First Stop Health - Telemedicine: The City of Bend provides First Stop Health (FSH) telemedicine benefits for FREE to all medical-enrolled employees and up to seven (7) of their immediate family members.

    $1,500 calendar year benefit maximum per covered individual includes $1,000 one-time orthodontia benefit.
    Full-time employees currently pay 10% of the total composite monthly premium. Part-time benefit-eligible employee premiums are pro-rated according to their regularly scheduled work hours (50% for employees working 20-29 hours per week; 75% for those working 30-39 hours per week).

    VEBA Plan
    Administered by HRA VEBA
    Individual employee account that receives tax-free rollover amounts from the City-funded HRA Comp-A account remaining at the end of each plan year. The account belongs to the employee and may be invested in mutual funds similar to deferred compensation. The account can grow, tax free, and be used for future medical expenses and can be used either while still employed or after separation/retirement.
    Flexible Spending Plan (FSA)

    Participation in the City of Bend's Flexible Spending Plan is voluntary and allows employees to pay for IRS-approved health care-related expenses and dependent care through pre-tax payroll deduction.

    Group Basic Term Life Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a coverage amount of one times the employees annual salary, to a maximum benefit of $150,000, with a minimum benefit of $50,000. Coverage includes person accidentcoverage for loss of life and/or limb, per scheduled benefit package amounts.

    Group Long-term Disability Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a a benefit of up to 66.67% of employee’s covered earnings to a maximum of $9,000 per month.

    Voluntary Life and AD&D: Active, full time employees of the City of Bend regularly working a minimum of 20 hours per week are elgibile for additional voluntary coverage for the employee, spouse/domestic partner and dependent children.
    Public Employees Retirement System (PERS)
    The City of Bend participates in the PERS Retirement System. Employees become PERS members after working six full calendar months in a qualifying position requiring at least 600 hours worked per 12-month period. Contributions on the employee’s behalf begin following completion of the six-month waiting period. The City makes “employer” contribution based on the employee’s Tier I, II or OPSRP member status.
