Financial Reporting Director directs and oversees the preparation and distribution of all periodic financial statements for external use. Ensures that reports, filings and documentation complies with company's regulations, professional standards, and SEC and GAAP reporting guidelines. Being a Financial Reporting Director confirms that entries, transactions, and accounts are accurately and properly consolidated and are included in internal and external financial statements. Advises management of trends and changes in reporting requirements and recommends best approach for any changes in reporting. Additionally, Financial Reporting Director may serve as a liaison with or oversee the work of external auditors. May direct the preparation of materials for board or shareholders. Requires a bachelor's degree of Accounting or Finance. Typically reports to top management. The Financial Reporting Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Financial Reporting Director typically requires 5+ years of managerial experience.     Job Title: Director of Financial Services

    JOB PURPOSE: Provide administrative, business and financial support to school districts, including developing and delivering trainings on school finance, accounting, legal requirements, and state reporting for school district staff.

    Responsibilities

    • Provide technical assistance, guidance and training to school district personnel in school finance, business, reporting requirements, accounting methods and procedures, laws, rules and regulations, bidding and general purchasing requirements, budget development and administration, debt issuance, and other aspects of school district business operations and financial management.

    Provide and lead the agency business manager academy for district staff who aspire to be a business manager. Plan, organize, and provide instruction, curriculum and training.

    Provide and oversee direct financial services, including all areas of finance, payroll and accounting to school districts.

    Act as a fractional CFO/Business manager for contracted school districts providing budgeting, year-end accounting, and audit representation services.

    Attend school district board meetings as needed and work with the state auditor on school district financial audits.

    Manage department employees (e.g., hire, train, supervise, evaluate, provide professional development opportunities, etc.) to maintain staffing levels, enhance productivity and ensure that program outcomes are achieved.

    Promote inter-district cooperation in school district business operations and other support services.

    Research and prepare financial information and surveys requested by districts.

    Be a proactive leader in developing and initiating new programs for local school districts.

    Review, process and approve budgets, budget extensions, F203 revenue projections, F196 financial statements.

    Foster positive working relationships between and among OESD 114, school districts and OSPI.

    Provide support and assistance as required for OESD 114 internal operations, including cooperatives, grants, and other programs.

    Provide budget development and administration for assigned programs.

    Assist OESD Superintendent and Assistant Superintendent in obtaining and analyzing information for fiscal or reporting needs.

    Work closely with Data Center Coordination staff to support school district software conversions.

    Assist with the Unemployment Cooperative and risk management.

    Perform other duties as assigned.

    Qualifications and Education

    Bachelor’s degree in Accounting, Business Administration or related field; Master’s degree preferred.

    Understanding of and experience using ERP systems particularly with WESPaC, Skyward, Qmlativ systems.

    Recent experience in educational business administration and Washington school finance preferred.

    Experience in a state educational agency preferred.

    Experience as a school district manager preferred.

    Experience in accounting and financial reporting.

    Experience supervising staff.

    WASBO Certification or other professional certifications (ie CPA, etc) preferred.

    WSP/FBI criminal history background clearance.

    Valid WA State Driver’s License.

    Required Knowledge, Skills, & Abilities

    Knowledge of Federal and State rules and regulations related to school district finance and operations.

    Must be able to work as a team player.

    Must possess leadership skills.

    Strong human relations and interpersonal skills demonstrated through the ability to build trusting, collaborative relationships.

    Ability to communicate effectively, both verbally and in writing.

    Knowledge of generally accepted accounting principles.

    Ability to utilize computer applications for data processing, electronic mail, spreadsheets, and word processing.

    Ability to plan, organize, promote, direct, and evaluate programs.

    Ability to work independently using effective time management and organizational skills.

    Ability to keep confidentiality.

    Ability to take initiative.

    Must have a high level of commitment to accomplish tasks.

    Ability to work flexible days and hours.

    Ability to travel; reliable transportation; appropriate auto insurance, and reliable personal transportation.

    Physical requirements

    Significant: sitting, hearing, vision, handling paperwork, repetitive motion, use of computer, looking at computer monitor, ability to adjust focus, quiet noise levels

    Frequent: talking, walking, driving, lifting up to 20 pounds, use of calculator and phone

    Occasional: standing, walking, climbing, reaching above the shoulder, lifting, carrying, pushing/pulling, lifting up to 50 pounds

    Sick Leave: Full-time and eligible part-time certificated and classified employees will earn sick leave at the rate of one day per month worked not to exceed twelve (12) days per fiscal year. A day of sick leave shall equal average daily scheduled hours. To earn sick leave, an employee must have at least 10 compensated days in the month. Sick leave is front-loaded.

    Vacation Leave: 200 hours or 25 days per year.

    Personal Leave: 8 hours or 1 day per year, available after first 120 working days.

    Job Type: Full-time

    Pay: $142,548.00 - $160,439.00 per year
