    The Opportunity
    WSDOT is currently seeking a Financial Reporting Specialist at the Transportation Planning Specialist 5 level. This position develops the annual Federal Highway Administration (FHWA) 500 series federal reports and leads Washington’s local governments in submitting their financial information to develop the annual cities and counties highway finance report under the general supervision of the Director of the Budget & Financial Analysis Division. These reports reflect transportation financial statistics, and the Financial Reporting Specialist provides advice and guidance regarding transportation revenues to local governments as well as conducts and evaluates special transportation studies and analyses as needed.
     
    What to Expect
    Among the varied range of responsibilities held within this role, the Financial Reporting Specialist will:
    • Provide expert technical assistance to local partners and lead the development and submittal of FHWA series 500 reports. 
    • Plan and prioritize work to meet federal, state, and local government reporting requirements.
    • Perform as the agency’s lead coordinator for the development of WSDOT revenue forecast information and submittal to the Economic Revenue Forecast Council.
    • Act as a consulting expert regarding transportation revenues and financial plans and conducting statistical research and analysis of complex data, studies, and planning activities.
    • Evaluate legislative proposals and provide analysis and advice on economic and financial impacts. 
    • Recommend changes in law to eliminate ambiguities, to promote simplification, and to increase effectiveness in achieving legislative intent for transportation finance issues.
    • Lead office processes for the division's records management for FHWA reporting, city/county street reporting, revenue forecasting, and special studies in accordance with record retention plans. 
    • Meet with the agency's Records Officer annually to ensure retention policies and office processes follow industry best practices for records management.
     
    Qualifications
    To be considered for this opportunity, the following are required:
    • Bachelor’s degree involving major study in transportation, public or business administration, or economics.
    • Four (4) years professional experience in analysis and evaluation of financial reporting and/or financial forecasting and transportation economics. A master’s degree in economics or related field will substitute for one (1) year of required professional experience. 
    • One (1) year experience maintaining and extracting financial information from multiple complex financial or accounting systems to develop custom statistical reports, charts, graphs, and other presentation materials. 
    • Effective interpersonal and conflict resolution skills to resolve conflicts. 
    • Effective project management skills. 

    It is preferred  that qualified candidates also have:
    • Demonstrated knowledge of local, state, and federal transportation finance, economic analysis, financial analysis, taxation and/or statistics as they relate to all modes of transportation. 
    • Demonstrated knowledge of state and local budgeting processes. 
    • Demonstrated knowledge of local government finance structure and in-depth knowledge of Budgetary, Accounting, and Reporting System (BARS). 
    • Effective skills in writing ad-hoc reports in Enterprise Reporting System or data warehouses and writing queries to extract data from various reporting databases. 
    • Ability to perform mathematical and advanced statistical analysis in Excel.
