DCEO’s Office of Financial Management (OFM) is seeking an experienced accounting supervisor to oversee reporting and the accounting operations for several state and federally funded grant programs. As a Program Accounting Manager & GAAP Reporting Supervisor, supervising 3 to 6 staff, the ideal candidate will be well versed in Federal Uniform Guidance (2 CFR 200) & the state’s Grant Accountability and Transparency Act (GATA), Generally Accepted Accounting Principles (GAAP), and maintains current knowledge of the latest Governmental Accounting Standards Board (GASB) updates. The chosen candidate will have the ability to draw upon this knowledge and experience when reviewing and preparing state and federal financial reports, assuring compliance with all applicable rules and regulations. This analytically focused and detail-oriented candidate will also be eager to use technology to improve upon the Department’s reporting processes and procedures. 1. Services as Reporting Supervisor.
2. Serves as Program Accounting Manager by administering fiscal and accounting requirements of assigned programs.
3. Manages staff in maintaining a series of accounting general ledgers and subsidiary ledgers for state and federal programs administered by the unit.
4. Serves as an accounting liaison between the Accounting Office and other divisions with the Agency as well as external organizational units in implementing accounting policies and processes.
5. Serves as full line supervisor.
6. Prepares data to auditing bodies engaged in auditing the financial records/statements of the Agency.
7. Works closely with the other fiscal units in daily transactions of the Financial Management Section.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration, finance, or accounting.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization or professional accounting, preferably in a public sector environment.
3. Requires certification as a Certified Public Accountant.
1. Prefer two or more years of experience completing state of Illinois GAAP packages.
2. Prefer three or more years of supervisory experience.
3. Prefer one or more years of experience in grant administration.
4. Prefer a master’s degree in accounting or business administration.
5. Prefer one or more years of experience with SAP accounting systems.
6. Prefer advanced level of proficiency in Microsoft Excel.
